The Ministry of Finance pays particular attention to enhancing the knowledge and professional skills of employees of ministries and government agencies in the area of state budget planning and preparation. To this end, the Ministry regularly organizes seminars and other training and practical activities.
As part of these initiatives, from 14 to 17 July 2026, the Ministry of Finance, jointly with the European Union Technical Assistance Project, conducted a practical seminar on the organization of the process for preparing the draft State Budget of the Republic of Tajikistan for 2027–2029.
The main objective of the seminar was to strengthen the professional capacity of employees of the principal budget spending units in the areas of strategic budget planning, high-quality preparation of key budget documents, and ensuring a direct link between government policy priorities and available budgetary resources.
During the seminar, participants were introduced to the budget calendar, the key requirements of the Guidelines for the Preparation of the Draft State Budget (second stage), the concept and new objectives of strategic budget planning, as well as the relevant legal and regulatory framework and the structure of the Strategic Budget Plan. The procedure for defining objectives, tasks, and activities within the framework of Strategic Budget Plans was also discussed.
A total of 95 representatives of principal budget spending units participated in the seminar, including sectoral coordinators from the Ministry of Finance.
Particular attention was paid to the presentation of the new program classification for each principal budget spending unit, the preparation of budget requests, and the planning of budget indicators through an enhanced public financial management information system. The application of these approaches makes it possible to link budgetary resources to specific objectives and results, improve the quality of planning, and enhance the transparency and efficiency of public expenditure.
During the practical part of the seminar, draft Strategic Budget Plans of the principal budget spending units were presented, and issues related to the development of objectives, performance indicators, budget programs, and subprograms were discussed. Participants also had the opportunity to exchange views with experts on practical aspects of preparing budget documents and receive specific answers to their questions.
The seminar contributes to improving the process of preparing the draft State Budget, strengthening medium-term budget planning, and ensuring the consistent implementation of a results-oriented budgeting system.
