Today, a roundtable discussion dedicated to the outcomes of reforms in the field of state budget transparency was held at the Ministry of Finance of the Republic of Tajikistan. Representatives of government bodies, development partners, civil society organizations, and mass media took part in the event to discuss the results of the 2025 Open Budget Survey and consider further steps.
The 2025 Open Budget Survey, conducted by the International Budget Partnership (IBP), shows that Tajikistan has achieved significant progress in all three assessed areas of budget openness. The country’s transparency score increased from 16 points in 2021 to 47 points in 2025, nearly tripling over four years and becoming the country’s highest result since joining the Open Budget Index.
Over the past four years, Tajikistan has made substantial progress in budget transparency. Key budget documents have become publicly available on the official website of the Ministry of Finance, a mid-year budget review was published for the first time, and information on state budget indicators and public debt has been significantly expanded.
During the roundtable, detailed presentations on the survey results were delivered, followed by discussions among stakeholders on the achievements attained, existing shortcomings, and priority measures for the next stage of reforms.
The Ministry of Finance intends to further strengthen steps toward budget transparency, including through the introduction of program-based budgeting via sector digitalization and the use of artificial intelligence. It is also planned to align this process with international public sector standards.
