On July 9, 2026, a meeting was held at the State Commission of the Republic of Tajikistan on Mineral Reserves. During the meeting, alongside other agenda items, the issue of the “Strategy for Preventing Extremism and Terrorism in the Republic of Tajikistan for the Period up to 2040, for 2026–2030” was considered.
As part of this agenda item, M. Khaknazarzoda, Chief Specialist of the Commission, delivered a report entitled “Terrorism and Extremism — Destroyers of Peace and Tranquility.”
It was noted that international terrorism and extremism are among the most dangerous phenomena of the modern era, posing a threat to the security and stability of society, the peaceful life of people, and the sustainable development of states. These negative phenomena lead to instability, the spread of fear and anxiety, violence, and other tragic consequences.
It was emphasized that one of the factors contributing to the involvement of young people in extremist groups is the misuse of religious beliefs, as well as insufficient levels of religious and political knowledge and education. Extremist groups exploit these factors in an attempt to mislead young people and pursue their ulterior motives in the name of the sacred religion of Islam.
The report particularly emphasized that combating terrorism and extremism is one of the important areas of the activities of the Government of the Republic of Tajikistan and of the country’s domestic and foreign policy. The Republic of Tajikistan consistently takes measures to counter terrorism and extremism and makes a significant contribution to ensuring regional and international security and stability. In this regard, the legal framework for combating terrorism and extremism in the country was also addressed. In particular, on November 16, 1999, the Law of the Republic of Tajikistan “On Combating Terrorism” was adopted, and on November 21, 2003, the Law of the Republic of Tajikistan “On Combating Extremism” was adopted, providing the necessary legal framework for preventing and countering these dangerous phenomena.
At the same time, it was noted that Tajikistan, as a member of prominent international organizations, is strengthening international cooperation in combating terrorism and extremism and consistently maintains a firm position against all forms of violence and extremism.
Continuing the report, special attention was paid to preserving peace and stability, national unity, and state independence. It was emphasized that every member of society, especially young people, should value peace and tranquility, state independence, and national unity, and demonstrate a high level of civic responsibility in preserving the achievements of the period of independence.
Young people, as an active part of society and a constructive force shaping the nation’s future, should distance themselves from negative social phenomena, including terrorism and extremism, and contribute to strengthening peace and stability by improving their knowledge, education, national self-awareness, and sense of patriotism.
In conclusion, the report emphasized that protecting territorial integrity, state independence, national unity, peace, and tranquility is the responsibility of every patriotic citizen. Raising a young generation that is self-aware, educated, patriotic, and responsible can play an important role in preventing young people from joining extremist groups and ensuring sustainable security in society. Only by increasing public awareness, strengthening national values, promoting peace and unity, and fostering collective cooperation can we effectively counter the threats of terrorism and extremism.
