Today, Faizali Idizoda, Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, participated in and delivered a speech at a republican conference entitled “Leader of the Nation – Initiator and Promoter of Global Peace and Unity.” The event was initiated by the Executive Committee of the National Unity and Revival of Tajikistan Movement.
Faizali Idizoda noted that after gaining state independence, Tajikistan unfortunately became afflicted by a political crisis and an imposed civil war, resulting in heavy human and material losses. In these extremely complex political circumstances, on 16 November 1992, at the Sixteenth Session of the Supreme Council of the Republic of Tajikistan at the Arbob Palace in Khujand, the people's deputies entrusted the future destiny of the state and the nation to Honourable Emomali Rahmon.
In his first address as Head of State, Honourable Emomali Rahmon declared: “I will begin my work with peace. I support a democratic state governed by the rule of law. We must all be friends and brothers so that we may restore calm and stability to the situation.”
It is noteworthy that the negotiations to resolve the Tajikistan conflict commenced on April 5, 1994, and were concluded on June 27, 1997, after a total duration of 1,171 days.
On November 6, 1994, the people of Tajikistan adopted the Constitution of the Republic of Tajikistan by means of a nationwide referendum. Pursuant to the new Constitution, the Majlisi Oli of the Republic of Tajikistan was established as the supreme representative and legislative body of the Republic of Tajikistan.
Pursuant to the instructions and guidance of the President of the Republic of Tajikistan, Honourable Emomali Rahmon, a nationwide referendum was held on September 26, 1999, resulting in amendments and additions to the Constitution of the Republic of Tajikistan. Under these constitutional reforms, the Majlisi Oli of the Republic of Tajikistan was recognized as the supreme representative and legislative body of the Republic of Tajikistan and was structured into two chambers, the Majlisi Milli and the Majlisi Namoyandagon, thereby creating favorable conditions for the adoption of legislation of a high standard and in accordance with international norms.
The Majlisi Oli was transformed into a permanent professional legislature and was recognized as the supreme representative and legislative body of the Republic of Tajikistan. Its professional character and continuous operation were formally established.
On February 27, 2000, elections to the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan were held. For the first time, political parties participated in the elections alongside individual candidates. As a result, representatives of political parties and deputies elected from single-member constituencies were elected to the Majlisi Namoyandagon for the first time.
Subsequently, three-quarters of the members of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan were elected indirectly through joint sessions of people's deputies of the Gorno-Badakhshan Autonomous Region and its cities and districts, the provinces and their cities and districts, the city of Dushanbe and its districts, as well as the cities and districts subordinate to the republic, by secret ballot. The remaining one-quarter of the members were appointed by the President of the Republic of Tajikistan.
On March 27, 2000, the first sitting of the Majlisi Namoyandagon was held, and on April 17 of the same year, the first session of the Majlisi Milli took place. Thus, the professional parliament of Tajikistan officially commenced its activities.
Therefore, it can be stated that, alongside restoring peace and stability in the country, the President of the Republic of Tajikistan, Honourable Emomali Rahmon, is also the Founder of Tajikistan's permanent professional parliament.
Naturally, in a society where unity, mutual understanding, peace, stability, and the rule of law are ensured, human and civil rights and freedoms occupy their rightful place as the highest values.
Preserving and maintaining peace, stability, unity, and national solidarity is a human responsibility and the sacred civic duty of each of us.
For this reason, strengthening our unity, safeguarding independence and national cohesion, and remaining united under the banner of national unity and the peace-loving policies of the Head of State are among our most important tasks.
“I am fully confident that, thanks to the noble and constructive goals and the strong political will of the Leader of the Nation, Honourable Emomali Rahmon, the unity of our people and the peace and stability of our sovereign, democratic, law-based, secular, and unitary state will endure forever,” Faizali Idizoda stated at the conclusion of his speech.
