Today, the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan held parliamentary hearings on the implementation progress of the State Language Development Programme for 2020–2030, adopted by Government Resolution No. 647 of November 28, 2020.
The hearings were attended by heads of relevant ministries and agencies, representatives of executive authorities of the Gorno-Badakhshan Autonomous Region, the regions, the city of Dushanbe, and other cities and districts, as well as officials of the Office of the Majlisi Namoyandagon and representatives of the media.
Mavsuma Muini, Deputy Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, noted that, in light of the Government’s wise policy, protecting, developing, and strengthening the state language has become one of the key pillars of statehood and national identity. The state language serves not only as a means of communication, but also as a vital instrument for preserving national values, history, culture, and self-awareness.
Since the early years of independence, the State and Government, especially the Founder of Peace and National Unity, Leader of the Nation, the President of the Republic of Tajikistan Emomali Rahmon, have paid particular attention to the development of the Tajik language, adopting a number of important state documents in this area. Notably, the Law “On the State Language,” the “Rules of Tajik Orthography and Punctuation,” and the “State Language Development Programme for 2020–2030” form a logical continuation of this policy and create a strong foundation for strengthening the role of the state language across all spheres of society.
Emomali Rahmon, Leader of the Nation, stated in his address on State Language Day (October 4, 2019): “We must continually work to strengthen the state language, enrich its vocabulary, and raise its status in all areas of public and state life. Mastery and promotion of this poetic language is the responsibility of every conscientious citizen and all its speakers,” Mavsuma Muini noted.
At the hearings, detailed reports on the implementation of the State Language Development Programme during the reporting period were presented by B. Saidvalizoda, Chairman of the Committee of the Majlisi Namoyandagon on Science, Education, Culture and Youth Policy; S. Rahmatullozoda, Chairman of the Committee on Language and Terminology under the Government of the Republic of Tajikistan; H. Hoshimzoda, First Deputy Minister of Education and Science of the Republic of Tajikistan; S. Qurboniyon, Deputy Minister of Finance of the Republic of Tajikistan; M. Salomiyon, Vice President of the National Academy of Sciences of Tajikistan; A. Mirzozoda, Chief Auditor of the Accounts Chamber of the Republic of Tajikistan; H. Furqat, Deputy Chairman of the Gorno-Badakhshan Autonomous Region; A. Abdusalomzoda, Deputy Chairman of Khatlon Region; Z. Azimi, Deputy Chairman of Sughd Region; and D. Odilzoda, Deputy Chairman of the city of Dushanbe.
During the implementation period of the Action Plan for the State Language Development Programme for 2020–2030, a series of measures were undertaken by ministries and agencies, as well as by the executive bodies of state authority in the regions, cities, and districts. In particular, the rules of Tajik orthography and a register of Tajik national names were developed and adopted. Each year, subject Olympiads are held at the district, city, regional, and national levels with the participation of a large number of students. In addition, Russian–Tajik dictionaries of terminology in the fields of biology, medicine, chemistry, and other areas have been improved and republished.
Despite the progress and achievements in implementing the Law of the Republic of Tajikistan “On the State Language of the Republic of Tajikistan” and the State Language Development Programme, certain shortcomings remain, and members of parliament and participants put forward proposals to address them during the discussions and debates.
At parliamentary level, the consideration of the implementation of the State Language Development Programme (2020–2030), with the participation of the coordinating and implementing authorities, provides a basis for addressing existing shortcomings, strengthening inter-agency cooperation, and ensuring effective implementation, as the Programme can only be successfully implemented through coordinated inter-agency efforts.
At the conclusion of the hearings, the deputies of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan adopted a decision and made recommendations arising from the parliamentary hearings.
