Today, under the chairmanship of Shermuhammad Shohiyon, First Deputy Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, a meeting was held in the conference hall of the Majlisi Namoyandagon on the topics: “Ensuring and Strengthening Legality, Law and Order, and the Rule of Law in Society” and “The State of Crime, Including Among Minors and Youth.”
In his speech, Shermuhammad Shohiyon noted that, in accordance with the Action Plan of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan dated January 23, 2026, concerning the organization of joint events with relevant ministries and agencies, it was decided to consider highly important and far-reaching issues — ensuring legality, strengthening law and order and the rule of law in society, as well as assessing the state of crime, including among minors and youth — with the participation of the leadership of the Prosecutor General’s Office of the Republic of Tajikistan and the Ministry of Internal Affairs of the Republic of Tajikistan.
Ensuring legality, strengthening law and order, and upholding the rule of law are fundamental pillars of a state governed by the rule of law. Without respect for and strict compliance with the law, it is impossible to ensure sustainable stability, socio-economic development, and societal progress. The rule of law guarantees justice, equality of citizens, and the protection of human rights and freedoms.
As is well known, strengthening legality is not solely the responsibility of law enforcement agencies, but a shared responsibility of all state institutions and society as a whole.
The activities of law enforcement bodies in fulfilling their official duties related to maintaining law and order and combating crime are closely linked to the national legislative framework.
In this regard, the President of the Republic of Tajikistan, the Parliament of the Republic of Tajikistan, and the Government of the Republic of Tajikistan regularly improve and refine the country’s legislation in order to establish an appropriate legal framework.
According to Article 93 of the Constitution of the Republic of Tajikistan, supervision over the precise and uniform execution of laws throughout Tajikistan is carried out by the Prosecutor General and subordinate prosecutors within the scope of their authority.
On this basis, oversight of the implementation of all laws, including those related to ensuring and strengthening legality, law and order, and the rule of law in society, is entrusted to the Prosecutor General.
Only through the coordinated efforts of all institutions and by raising the legal awareness of the population can a stable legal environment be ensured.
The First Deputy Prosecutor General of the Republic of Tajikistan, Karimzoda Umed, delivered a report on “Ensuring and Strengthening Legality, Law and Order, and the Rule of Law in Society,” while the First Deputy Minister of Internal Affairs of the Republic of Tajikistan, Alamshozoda Abdurahmon, presented a report on “The State of Crime, Including Among Minors and Youth,” providing clear and comprehensive answers to questions from participants.
At the conclusion of the event, Shermuhammad Shohiyon emphasized that strict observance and uniform implementation of laws, prevention of offenses, and strengthened prosecutorial oversight constitute a solid foundation for protecting the interests of the state and society. Without ensuring law and order and preventing crime — especially among youth — it is impossible to build a healthy society and a bright future.
Youth are the driving force of the state, and their upbringing in the spirit of respect for the law, patriotism, and responsibility is a primary task of all state institutions and society.
