Today, Shermuhammad Shohiyon, First Deputy Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, delivered a speech at the 16th Plenary Session of the Asian Parliamentary Assembly in Manama, Kingdom of Bahrain.
Shohiyon emphasized that the Parliament of the Republic of Tajikistan considers strengthening and developing cooperation within the Asian Parliamentary Assembly to be of great importance. He noted that constructive dialogue between cultures and civilizations is more urgent than ever given the current global threats to universal human values. Historical experience, he argued, demonstrates that dialogue and mutual understanding are key to ensuring peace, cooperation, and progress in Asia.
Shohiyon stated that Asian parliaments can create sustainable foundations for tolerance, respect for diversity of views, and peaceful coexistence. However, he acknowledged challenges hindering intercultural and inter-civilizational dialogue: the spread of extremist ideas, misuse of religious beliefs for political purposes, insufficient legal and cultural awareness, and negative impacts from certain information processes.
To overcome these challenges, Shohiyon proposed the following measures:
First, strengthening legislation: laws should not only punish but also educate and prevent extremism while promoting a culture of peace and respect for diversity.
Second, expanding inter-parliamentary cooperation: The Asian Parliamentary Assembly can become a permanent forum for exchanging views and initiatives on dialogue among civilizations through regional and international platforms.
Third, engaging youth, civil society, and academic circles: Intercultural dialogue requires active participation from younger generations to ensure sustainability and long-term success.
Fourth, utilizing digital technologies: Digital platforms can effectively connect people, particularly young individuals, fostering cultural exchange.
Shohiyon highlighted Tajikistan's rich experience in coexisting cultures and religions, emphasizing its commitment to strengthening intercultural and inter-civilizational dialogue. He asserted that such dialogue is not only a moral value but also crucial for international security and sustainable development.
He stressed the importance of adopting laws and national programs to protect cultural diversity, freedom of belief, and combat extremism and discrimination. Shohiyon further advocated for parliamentary diplomacy as a key tool for maintaining dialogue and trust even in challenging political situations through inter-parliamentary meetings, experience sharing, and forums.
Finally, Shohiyon underscored the potential of Asia's rich spiritual heritage, humanistic values, tolerance, and respect for others to bridge civilizations. He reiterated Tajikistan’s commitment to expanding cooperation with the Asian Parliamentary Assembly and member parliaments in all areas of mutual interest.
Shohiyon concluded by expressing hope that the results of the 16th General Session would contribute to strengthening inter-parliamentary cooperation and promoting peace, stability, mutual understanding, and sustainable development in Asia and globally.
