Today, under the chairmanship of Faizali Idizoda, the Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, a festive meeting dedicated to the 31st anniversary of the Constitution of the Republic of Tajikistan was held in the Majlisi Namoyandagon.
Faizali Idizoda emphasized that the Constitution of sovereign Tajikistan, as a document embodying the independence and freedom of the nation, has played a significant role in the formation of modern Tajik statehood and in maintaining its stability and sustainability.
The annual celebration of the adoption of the first Constitution of sovereign Tajikistan primarily aims to pay tribute to the fundamental and destiny-defining law of our state, and to express respect for our compatriots who, in a challenging historical period, supported it and thus laid a solid political, social, and legal foundation for the bright future of our nation.
The Constitution of Tajikistan is a destiny-defining document, a guiding beacon, and a testament to the will of the Tajik people. It was in this historic document that, for the first time, state power was divided into the legislative, judicial, and executive branches; the supremacy and direct effect of constitutional norms were guaranteed; and a professional, permanent parliament was established on its foundation.
This vital and destiny-defining document of the nation — developed and adopted thanks to the tireless efforts and farsighted initiatives of the President of the Republic of Tajikistan, Leader of the Nation, His Excellency Emomali Rahmon, and reflecting the will and interests of the overwhelming majority of the people — laid the real foundations for restoring stability, ensuring social peace, national unity, and the sustainable development of our beloved Tajikistan.
As the Honorable Leader of the Nation, His Excellency Emomali Rahmon, noted in his address: “The Constitution of Tajikistan is a message to the peoples of the world reflecting the unyieldings
pirit and love of freedom of the Tajik nation. It embodies the aspirations and ideals of our ancestors and serves as a guide for the work and life of the present and future generations of the civilized Tajik people.”
The Constitution of the Republic of Tajikistan embodies features that have provided a firm foundation for the consolidation of our modern statehood. These and other values reflected in the Constitution have led international experts to acknowledge it as one of the finest constitutions and as a genuine testament to our national identity.
Indeed, at a time when Tajikistan faced a deep political, economic, and social crisis, the adoption of this document — driven by the direct initiative, profound wisdom, and farsighted leadership of the beloved Leader of the Nation, His Excellency Emomali Rahmon — with its approach, content, and spirit suited to the requirements of the modern world, played a crucial role, alongside his other immense and unparalleled contributions, in guiding the country out of disorder and safeguarding the nation.
With the passage of time since the adoption of the Constitution, the significant role of the President of the Republic of Tajikistan, His Excellency Emomali Rahmon, in the development of the country’s legislative system, state governance, and constitutionalism in Tajikistan has become increasingly evident.
The accuracy and timeliness, together with the significance and value, of the documents adopted at that time laid a solid foundation for the bright future of a democratic and law-based Tajikistan, reinforced the pillars of national independence and unity, and charted the path toward a prosperous future.
During the period of independence, the country’s legislative body, in addition to carrying out its legislative and representative functions, by establishing the legal foundations and framework for the economic, social, and political development of the Republic of Tajikistan, was able to transform the national legal system into that of a fully sovereign and independent state.
Following the establishment of a bicameral structure, the Majlisi Oli of the Republic of Tajikistan assumed the role of a true representative body and an initiator of legislative policy. The adoption of legal norms, the establishment of parliamentary debate as a tradition, and the active engagement of the people in the electoral process — all of these reflect the progress and evolution of parliamentarism in the country.
Undoubtedly, these achievements are the result of the wise, farsighted, and pragmatic leadership of the President of the Republic of Tajikistan, His Excellency Emomali Rahmon.
Today, parliamentarism in Tajikistan serves as a vital foundation for upholding the rule of law, fostering the development of civil society, and reinforcing political stability.
Truly, the Constitution serves as a guiding light for the Tajik nation, illuminating the road to a bright future.
Guided by the principles of the Constitution, the esteemed Leader of the Nation has pursued a wise and peace-loving policy, advancing sustainable social and economic development, and has transformed Tajikistan into a model of national unity.
One of the principal objectives in adopting the new Constitution of Tajikistan was to bring its provisions in line with modern standards, particularly those of international law, including the protection of human rights. During the drafting process, the esteemed Head of State, Emomali Rahmon, through his initiative and farsighted leadership, ensured that all issues concerning the safeguarding of the inalienable rights and freedoms of individuals and citizens were thoroughly addressed. Consequently, today our Constitution is recognized as one of the five best constitutions in the world in this regard.
