Today, the Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, Faizali Idizoda, held a meeting with the Commissioner for Human Rights of the Russian Federation, Ms. T. N. Moskalkova.
Mr. Idizoda emphasized the importance of cooperation with the Russian Federation, which has been cultivated on the foundation of a mutually beneficial partnership and historically friendly relations.
The establishment of an extensive international legal framework, encompassing over 300 intergovernmental agreements between Tajikistan and the Russian Federation, has facilitated the development of cooperation across various sectors, including the protection of citizens’ rights and freedoms.
It is noteworthy that the basis for these relations has been laid over more than two decades through the political will and constructive initiatives of the Heads of our States — the esteemed Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, and the President of the Russian Federation, His Excellency Vladimir Putin.
In this regard, the Agreement on Cooperation between the Commissioners for Human Rights (Ombudsmen) of Tajikistan and Russia, signed in 2011, is considered highly significant.
The establishment of this universal human rights protection institution — the Commissioner for Human Rights — attests to the steady and democratic development of our nations.
The Ombudsman institution, established in 2008 and subsequently complemented by the establishment of the Commissioner for Children’s Rights in our country, has demonstrated considerable effectiveness throughout ongoing legal reforms.
According to national legislation, the mandate of this institution is focused on strengthening constitutional guarantees for the state protection of human and civil rights and freedoms, as well as promoting compliance therewith.
A key element of our cooperation with this institution is the submission of the Ombudsman’s annual report on the state of observance of human and civil rights and freedoms within the Republic of Tajikistan. Moreover, a mechanism has been instituted for the submission of special reports addressing specific instances of violations of human and civil rights and freedoms, the status of rights related to equality, and the elimination of all forms of discrimination in the Republic of Tajikistan.
These mechanisms exert a positive influence on the refinement of national legislation, including statutes that guarantee the rights and freedoms of citizens.
The Majlisi Namoyandagon pays special attention to the development of humanitarian relations between our countries. A continuous dialogue and constructive cooperation have been established with the State Duma of the Russian Federation. The Inter-Parliamentary Friendship and Cooperation Group has been formed and operates effectively.
It should be noted that, with the strengthening of ties in the humanitarian and educational fields, there are currently 71 schools operating in Tajikistan where teaching is conducted in Russian, and additionally, three branches of leading Russian universities are functioning.
Furthermore, it is important to underscore that, in accordance with the Constitution of the Republic of Tajikistan, the teaching of the Russian language — recognized as the language of interethnic communication — has been successfully implemented to ensure the rights and freedoms of citizens.
Significant efforts continue to be made in the preservation of historical monuments, particularly those commemorating the Great Patriotic War, the 80th anniversary of which we solemnly celebrated this year.
The development and consolidation of strategic relations between our countries are also contingent upon the effective functioning of parliaments, interagency and sectoral institutions, the establishment of cooperation frameworks, and the ratification of international treaties.
Within this context, the Parliament of Tajikistan contributes substantially to the advancement of the bilateral cooperation agenda.
The Majlisi Namoyandagon consistently endeavors to strengthen strategic partnership, friendship, and solidarity within the framework of international cooperation, particularly through the activities of the Inter-Parliamentary Friendship and Cooperation Group.
