On October 8, 2025, the Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, Faizali Idizoda, participated in and delivered remarks at the online meeting of the heads of parliaments of the countries — members of the Group of Friends of Neutrality for Peace, Security, and Sustainable Development.
Chairman Idizoda highlighted that the accession of the Republic of Tajikistan, in September 2025, alongside 26 other states to this distinguished group, particularly on the eve of the International Year of Peace and Trust proclaimed by Turkmenistan, represents a significant milestone and is poised to positively influence the multilateral relations among our nations.
Tajikistan, as an integral member of the international community, grounded in universally recognized principles and norms of international law, steadfastly pursues the “Open Doors” policy articulated by the esteemed Leader of the Nation — His Excellency the President of the Republic of Tajikistan, Honorable Emomali Rahmon — endeavoring to promote a policy of peace and impartiality in its relations with all countries globally.
In accordance with the provisions enshrined in the Constitution of the Republic of Tajikistan and the stipulations of its Foreign Policy Concept, our country remains unwaveringly committed to establishing and reinforcing amicable relations, mutual recognition of interests, equality, and constructive cooperation with all states, both near and far.
In this regard, it is imperative to underscore the significance of cultivating bilateral and multilateral relations founded upon historically entrenched and universally accepted values of neutrality — values that have become increasingly indispensable and relevant in today’s global landscape.
The array of contemporary global challenges — ranging from regional armed conflicts to climate change and social unrest — compel each of us to consolidate our efforts, fortify our relations, foster trust, and uphold the principles of peaceful coexistence.
Neutrality, with a venerable history spanning over three hundred and seventy years, transcends mere abstention from involvement in specific affairs; it constitutes a formally recognized instrument for the advancement of peace, sustainable development, and security. As a classical institution of international law, neutrality has invariably played a pivotal role in securing global peace, ensuring security, and fostering sustainable development, particularly amid geopolitical volatility.
The international community, pursuant to Article 2, Paragraph 4 of the Charter of the United Nations — which prohibits the use or threat of force against the territorial integrity or political independence of any state — acknowledges neutrality as a foundational pillar for the maintenance of peace, security, and respect for the principles of humanitarian international law. Consequently, we — the distinguished participants of this Group, representing our respective peoples — bear the solemn responsibility to advocate for peaceful policies and parliamentary diplomacy that contribute to de-escalation of tensions, the promotion of inclusive societies, and the protection of human rights and freedoms.
We hold the firm conviction that neutrality — irrespective of its manifestation, be it voluntary, compelled, permanent, or provisional — serves not only as a recognized international legal status but also as an ethical benchmark for constructive dialogue among states and the amicable resolution of disputes.
In this context, the Group of Friends of Neutrality is uniquely positioned to play a critical role in shaping the international agenda and fostering an environment where diplomacy — notably parliamentary diplomacy — respect for state sovereignty, and mutual understanding operate as effective mechanisms of influence.
As representatives of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, we express our unequivocal support for Turkmenistan’s initiative, undertaken under the auspices of the United Nations, to establish this platform, and we pledge our full commitment to its ongoing endeavors.
In this vein, we propose the consideration of establishing joint educational programs and convening high-level meetings aimed at cultivating a culture of peace among the youth. Furthermore, we stand ready to contribute substantively to enhancing dialogue among the parliaments of the Group’s member states on matters pertaining to sustainable development and climate security.
We remain steadfastly confident that our collective cooperation within the framework of the Group of Friends of Neutrality for Peace, Security, and Sustainable Development will constitute a durable foundation for enduring peace and prosperity for all peoples in the years to come.
