Today, in the session hall of the Majlisi Namoyandagon, under the chairmanship of the Chairman of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, Mr. Idizoda Faizali Fuzaylsho, a solemn ceremony dedicated to the Day of the Majlisi Oli – Parliament of the Republic of Tajikistan was held.
The First Deputy and Deputy Chairmen of the Majlisi Namoyandagon, along with other deputies of the Majlisi Namoyandagon, the Head of the Majlisi Namoyandagon Office, and responsible staff participated in the ceremony.
Mahmadali Vatanzoda, Chairman of the Majlisi Milli's Committee on Ensuring Constitutional Foundations, Human Rights and Freedoms, Citizenship, and Legality, also attended the event.
Mr. Idizoda Faizali Fuzaylsho, Chairman of the Majlisi Namoyandagon, opened the ceremony and noted that, according to the Republic of Tajikistan's Law on Holidays, September 26 is celebrated annually as the Day of the Majlisi Oli – the Parliament of the Republic of Tajikistan.
The Parliament of the country – the Majlisi Oli of the Republic of Tajikistan, the highest representative and legislative body – marks 30 years of activity.
It was noted that the Founder of the Majlisi Oli and the school of parliamentarism in independent Tajikistan is the Leader of the Nation, His Excellency Emomali Rahmon. It is thanks to the efforts and dedication of this great historical figure that modern parliamentarism began its development and activity in our country.
On February 26, 1995, the first convocation deputies of the Majlisi Oli were elected in a transparent and democratic process with multiple candidates. Safarali Rajabov was chosen as Chairman of the Majlisi Oli, marking the official beginning of independent Tajikistan's Parliament.
On September 26, 1999, amendments and additions were made to the Constitution of the Republic of Tajikistan based on a nationwide referendum. These amendments significantly defined and transformed the nature and legal status of the Parliament.
According to these amendments, the Majlisi Oli was restructured into two chambers: the Majlisi Milli and the Majlisi Namoyandagon. The number of deputies in the Majlisi Namoyandagon was set at 63, and the membership of the Majlisi Milli was set at 33.
In accordance with the provisions of the Constitution, a truly independent and functional parliament was established. Tajikistan moved away from the earlier unitary system of Soviets, which had served as the sole authority. The Constitution laid the foundation for a fundamentally new structure and function of the Majlisi Oli.
Idizoda Faizali Fuzailsho warmly congratulated all attendees on the occasion of the Day of the Majlisi Oli – Parliament of the Republic of Tajikistan. He wished them happiness in life, success, and prosperity in their professional activities, along with continued achievements and victories.
During the event, speeches were also delivered by deputies of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan: Nematullo Abdusalom Ibrohimzoda, Saodatsho Matrobiyon, and Shodmon Mansuri, Deputy Head of the Law Department of the Majlisi Namoyandagon Office.
Mahmadali Vatanzoda, Chairman of the Committee on Ensuring Constitutional Foundations, Human Rights and Freedoms, Citizenship, and Legality of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan, extended congratulations to all attendees on behalf of Honourable Rustami Emomali, Chairman of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan. He emphasized that during its years of activity since Tajikistan’s independence, the Majlisi Oli of the Republic of Tajikistan has fully supported the wise policy of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon. By adopting normative legal acts, the Majlisi Oli has made a significant contribution to strengthening peace and stability, sustaining the constitutional structure, ensuring state security, respecting and recognizing human and civil rights and freedoms, and upholding the rule of law in society. We are fully confident that this branch of state power will continue to proudly fulfill its historically assigned mission and further contribute significantly to ensuring the rule of law, strengthening legality, recognizing and upholding human and civil rights and freedoms.
