Dushanbe, Republic of Tajikistan – October 28, 2025
Today, the Hyatt Regency Dushanbe Hotel hosted an official launch event for the preparation of the Low-Emissions Long-Term Development Strategy (LTS) in the Republic of Tajikistan.
The event was organized by the Ministry of Finance and the Committee for Environmental Protection under the Government of the Republic of Tajikistan, jointly with the World Bank.
This strategy will be a key document defining long-term priorities and measures to achieve carbon-neutral and sustainable development in the country. This strategic process aims to shape a vision for a low-carbon future for Tajikistan, taking into account national priorities, international commitments on climate change, and other important development aspects.
Representatives of the Ministry of Finance, the Committee for Environmental Protection, and the World Bank delivered welcoming remarks at the official opening. In their speeches, they emphasized the importance of joint efforts to combat climate change and its negative impacts, protect the environment and adapt to climate change, strengthen economic resilience in the face of climate change, and attract climate investment.
During the event, the goals, structure, and key areas of the future Strategy were presented, and approaches to integrating it with existing national strategies and international initiatives, including the Paris Agreement, the National Adaptation Strategy, and the Nationally Determined Contribution (NDC 3.0) update process, were discussed.
Participants emphasized that the development of the Strategy will enable Tajikistan to transition from short-term measures to systemic, long-term low-carbon development planning, strengthening the country's position in the international climate dialogue, where Tajikistan already holds a leading position due to its proactive stance on water and climate issues. As of October 2025, according to the United Nations Framework Convention on Climate Change (UNFCCC), 79 long-term low-emission development strategies (LTS) have been registered worldwide. Among Central Asian countries, Kazakhstan is currently the only one with an approved strategy.
The Strategy development process will be conducted in close collaboration with national ministries, experts, the scientific community, and development partners, ensuring the transparency, inclusiveness, and scientific validity of the proposed solutions.
The launch of the Strategy adoption process marks an important step for Tajikistan toward a sustainable, green future where economic growth and adaptation to climate change go hand in hand.
