**The Constitution is the fundamental normative and legal act, the passport of the state, the testimony of the people of Tajikistan, and a destiny-shaping document of the nation that defines the structure and system of state governance.**
In a civilized society and in the practice of state-building, a specific system of governance is used for the development and administration of the country, which makes a significant contribution to the progress, peace, and stability of the state, as well as to the security of its citizens.
In this regard, after the Republic of Tajikistan gained independence, it became necessary to develop such a fundamental law of the state — the Constitution. On the initiative of legal scholars, state leaders, and especially the worthy son of the nation — **the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon**, the fundamental law of the state — the Constitution — was presented to the people to regulate all social relations. This document was adopted by a **nationwide referendum on November 6, 1994.**
The Constitution occupies an important place in the practice of state-building in all civilized countries of the world. It should be noted that the **Constitution of the Republic of Tajikistan**, like the constitutions of other states that emerged after the collapse of the Soviet Union, was adopted during a transitional period — when society was moving from a socialist system to a legal and social state and a civil society, toward a market economy and a diversity of forms of ownership.
During this period, deep economic, political, social, and cultural transformations naturally took place, new social relations emerged, and the goals and directions of judicial, administrative, economic, financial, agricultural, and other reforms became more clearly defined.
**The Constitution of the Republic of Tajikistan** clearly reflects the sovereignty, independence, and territorial integrity of Tajikistan, the inviolability of the country’s borders, the essence and functions of the state, human rights and freedoms, the state language, state symbols, and the form of the state system of Tajikistan, as well as the objectives of domestic and foreign policy, and the economic, political, social, and cultural foundations of the state and society of Tajikistan.
