Corruption and ways to prevent it
Corruption is a complex social phenomenon that has existed since ancient times and takes many forms, including bribery, abuse of official position, commercial corruption, and others. It causes damage to the state, society, and every citizen, and hinders the development of the economy and society as a whole.
Legal definition:
Corruption is the use of an official position to obtain material or non-material benefits, the giving or receiving of bribes, abuse of authority, and other illegal actions that contradict the interests of society and the state.
Main principles of corruption prevention:
High legal and moral culture of citizens:
Every individual must be honest regarding personal and public property, comply with laws and regulations, and be patriotic and responsible.
Prevention and control:
Establishment of monitoring systems, verification of officials’ income and expenses, and identification of conflicts of interest.
Strict punitive measures:
Fines, deprivation of social and state privileges, and in some countries, long-term imprisonment or even the death penalty for particularly serious corruption crimes.
Transparency and public oversight:
Mandatory declaration of income and assets of officials, active participation of the media and civil society, and the ability to monitor the activities of government bodies.
Electronic and systemic measures:
Digitalization of administrative procedures, elimination of many paper-based certificates, and the introduction of transparent electronic systems, all of which reduce opportunities for abuse of power.
International experience:
China (Xi Jinping era):
The “tiger and fly hunting” campaign targets corruption at all levels of government. Severe punishment, including the death penalty, is applied in serious cases.
Singapore:
Transparency of officials’ income and expenditures, strict control over gifts, and scrutiny of the relatives and associates of officials.
Denmark:
One of the lowest levels of corruption due to extensive anti-corruption legislation, public declaration of income, and strong parliamentary and civic oversight.
Conclusion:
Effective anti-corruption efforts are possible only through a systematic approach involving:
- strict laws
- transparent procedures
- severe punishments
- independent anti-corruption bodies
- active public participation
An important principle is that corrupt actions of officials and parliamentarians must be fully transparent to society, leaving no room for secrecy.
In Tajikistan, the strengthening of anti-corruption policy continues: stricter penalties, greater public involvement in oversight, transparency of government institutions, and the adoption of best international practices all contribute to reducing corruption and promoting economic development.
