On 30 September 2026, a presentation of the Concept for the second phase of the Agricultural Management Information System (AMIS), entitled “AMIS-Farmer”, was held at the Ministry of Agriculture of the Republic of Tajikistan. The presentation was delivered by Mehmet Erdoğdu, International Consultant of the Food and Agriculture Organization of the United Nations (FAO), under the leadership of N. Anvari, Deputy Minister of Agriculture of the Republic of Tajikistan, with the participation of the management and staff of the State Institution “Agriculture Entrepreneurship Development”, the Food and Agriculture Organization of the United Nations (FAO), the State Unitary Enterprise “Center for Digitalization, Innovation and Professional Development of Agricultural Sector Personnel”, and other responsible officials.
The event was organized to support the implementation of the “Agricultural Digitalization Programme of the Republic of Tajikistan for 2025–2029”, approved by Resolution No. 334 of the Government of the Republic of Tajikistan dated 29 May 2025, as well as within the framework of the “Strengthening Resilience of the Agriculture Sector Project”.
During the presentation, the Concept was comprehensively reviewed, and a number of issues related to advancing digitalization to support food security in the country were analyzed. These included improving management, data recording and analysis processes; establishing a unified Farm Registry; introducing a Digital Farmer ID; integrating satellite data, meteorological data and soil maps; developing and launching the “Farmer’s Personal Account”; and establishing digital advisory services in the agricultural sector.
The Concept for the second phase of the Agricultural Management Information System (AMIS-Farmer) represents one of the modern digital solutions in the region and envisages a transition from general satellite-based monitoring to the integration of and direct service delivery to each farm based on the principle of “Registration, Connection and Service Provision”.
The core functionality of the system is based on the processing of Sentinel-2 satellite imagery and unmanned aerial vehicle (agro-drone) data, artificial intelligence algorithms for forecasting yield levels, and an enhanced methodological framework. The system will enable farmers to receive specific, real-time recommendations on weather changes, frost, fertilizer application rates, and crop growth. It will also enable government authorities to automatically carry out crop planning, irrigation monitoring, transparent allocation of assistance, and rapid damage assessment in the event of emergencies.
At the conclusion of the presentation, N. Anvari, Deputy Minister of Agriculture of the Republic of Tajikistan, highly commended the content and substance of the proposed Concept and put forward a number of specific recommendations regarding the practical testing of the “AMIS-Farmer” modules at pilot farms, their integration with other sectoral systems, and the preparation of user manuals for farmers across the country.
