Higher professional education;
Work experience: 3 years (or 2 years in public service);
Knowledge of history, culture, national values, state and foreign languages;

For Leading Specialist:
Higher education;
Work experience not required;
Communication and computer skills.
For Specialist:
Higher, incomplete higher, or secondary professional education;
Work experience not required.
Notes
Work experience is not required for some positions (leading specialist and specialist).
Candidates with incomplete higher education (after 2nd year) are eligible.

Salary bonuses are provided based on public service experience.
