In accordance with the instructions of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, who consistently emphasizes the importance of language proficiency, respect for national culture, and the development of patriotic awareness, a wide range of scientific, cultural, and educational events are regularly organized at all levels of education, higher education institutions, and government structures.
These initiatives are aimed at creating a favorable environment for youth, teachers, and civil servants to enhance education, professional development, scientific capacity, and the in-depth study of foreign languages.
The Leader of the Nation has repeatedly emphasized that language proficiency is not only a means of everyday communication but also one of the most important tools for expanding intellectual capacity, broadening worldviews, strengthening cultural ties, and enhancing international integration.
In the context of the modern world, where globalization is rapidly advancing, knowledge of foreign languages has become an essential requirement and plays a key role in preparing competitive human resources, highly qualified specialists, and ensuring the достойное representation of Tajikistan in the international arena. Recognizing this necessity, state policy on language development has been elevated to the level of national priorities.
According to the instructions of the Leader of the Nation, every civil servant is required to master at least two foreign languages at a working level. This requirement contributes to improving the effectiveness of public administration, professional competence, participation in international negotiations, preparation of legal and official documents, exchange of best practices, and the expansion of economic and cultural relations.
Language learning is not only essential for enhancing the professional capacity of government employees but also provides new opportunities for personal growth, career advancement, and broader professional engagement. Furthermore, foreign language proficiency contributes to strengthening diplomatic relations, promoting the country’s economic and investment opportunities, attracting modern technologies, and presenting the achievements of independent Tajikistan on the international stage.
In this regard, the Committee for Local Development under the President of the Republic of Tajikistan also considers language policy as one of its priority areas of activity. To ensure the effective implementation of this policy, foreign language courses have been organized for the Committee’s staff, conducted by experienced instructors and professional specialists. These courses help improve professional skills, broaden perspectives, and enhance the readiness of employees to perform tasks at both national and international levels.
Thus, the state policy on language proficiency — particularly the requirement for civil servants to learn two foreign languages — responds to the demands of the 21st century and aims to strengthen human capital development, civic responsibility, effective governance, and the international standing of the Republic of Tajikistan.
