• Higher professional education;
• Work experience: 3 years (or 2 years in public service);
• Knowledge of history, culture, national values, state and foreign languages;

For Leading Specialist:

• Higher education;
• Work experience not required;
• Communication and computer skills.

For Specialist:

• Higher, incomplete higher, or secondary professional education;
• Work experience not required.

• Candidates with incomplete higher education (after 2nd year) are eligible.
