The Constitution, as the supreme legal act, is a document that defines the modern statehood of a country and through which the values, rights, and duties of citizens in society are established. It also imposes important moral, ethical, and civic responsibilities on citizens.
It is widely recognized that in the modern era, knowledge and information have become the driving force of society, and raising the level of legal and civic awareness among citizens is a key task of the system. The Constitution plays a crucial role in this process, since citizens’ legal knowledge and awareness are guarantees of its actual implementation.
In the current conditions of the Republic of Tajikistan, particularly in the period of independence, the adoption and implementation of the Constitution is considered a strategic state-building project. In this context, the Leader of the Nation has taken the initiative to ensure that the role of the people in drafting and adopting it is fully taken into account: “Our Constitution is derived from the will of the people, through the people, and for the people, which constitutes the essence of the sovereignty of the people…” This statement reflects that citizens’ legal literacy and legal culture develop under the influence of the supreme legal act.
In this process, the educational aspect of the Constitution must be emphasized. Legal awareness of citizens is not only about knowing one’s rights and freedoms but also understanding one’s responsibilities and actively participating in society. The Constitution, as the highest legal act, provides the foundation for citizens to know and exercise their rights and responsibilities.
With particular respect, the words of the Head of State are noteworthy: “The Constitution… provided a solid foundation for building an independent state and played a significant role in strengthening state authority and the pillars of statehood.” This statement reflects real experience: legal guarantees and the study of the Constitution are important for every citizen, exerting a positive and constructive influence on government operations, the legal system, and legal culture.
Experts regard the Constitution as a tool for civic and legal education. It enables every citizen to see themselves not only as a subject but also as an active participant in society. Three elements are important in this regard: knowledge, awareness, and action.
Observations show that this document fosters constructive action, freedom, and responsibility. In other words, the Constitution should act as an educator, guiding future generations. Civic education through the study of the supreme law promotes legal literacy and a culture of lawfulness.
Today, the freedom and tranquility of society stem from the legal foundation of the Constitution, which ensures the rule of law, protection of national values, and respect for human rights.
Every article of the Constitution is closely connected to modern life: the right to education and work, freedom of conscience and speech, protection of family and the environment, promotion of gender equality and social justice—all these guarantees originate from this sacred document.
The Constitution is considered a guiding document for forming an enlightened society. A legally literate citizen is a person aware of their rights and responsibilities, acting responsibly, and actively participating in political and social life. In this process, the Constitution serves as both the foundation and the measure, being the legal basis for societal development and a guarantee of the rule of law.
In a country where the Constitution is respected and implemented, the foundations of statehood are strengthened, and the legal literacy of citizens is increased. This document is based on principles of freedom, justice, equality, and human rights protection, inspired by the historical experience of Tajik statehood.
It is a pillar of societal unity, a guarantee of national cohesion, and a key instrument for ensuring political and social stability. Its articles enshrine human and citizen rights and freedoms as supreme values, and their protection is considered a state duty. The Founder of Peace and National Unity, Leader of the Nation, respected Emomali Rahmon, rightly emphasized: “The Constitution is the mirror of national statehood, the guide to a peaceful life in society, and the foundation for the nation’s future progress.” These teachings show that the Constitution serves as a true guide for every citizen in their legal and social life.
The political and historical conclusion of the Leader of the Nation, as initiator, guide, and co-author of the Constitution of Tajikistan, who plays a key role in the history of the modern national state, is clearly reflected in all his messages and programmatic speeches.
This political guidance and strategic vision, derived from the perspective of national statehood, embody a key truth: only national statehood—based on national values, self-awareness, unity, and legality—can be the main factor of state stability, a guarantee of independence and freedom, and the foundation of sustainable societal development.
The Leader of the Nation emphasizes that the stability of the state can be ensured only when law and legality become the norm of life, and citizens live with a sense of national responsibility and loyalty to the values of the Constitution.
In this context, the Constitution of the Republic of Tajikistan is not only a legal document but also a political and spiritual map of the nation, adopted by the will of the people and serving as a guide for the present, future, and distant historical future.
In the conditions of globalization and international competition, citizens’ legal literacy is a priority, as this supreme act creates opportunities for developing such literacy. Therefore, systematic study and adherence to constitutional norms are the duty of every institution, every teacher, and every citizen to ensure an educated and law-abiding future.
Today it is established that the freedom, peace, and tranquility of our society are ensured precisely by the norms of this supreme national act. It guarantees human rights to a dignified life, education, work, security, and freedom of conscience. These guarantees are not only legal norms but also social and moral values of the national state. The nation-building Leader has repeatedly stated in his Messages: “As long as we honor the Constitution and respect its provisions, the state will have stability, security, and unity.” Indeed, this sacred and destiny-shaping document guides the people to freedom, unity, and peaceful life. It symbolizes the continuity of the state, national pride, and the guarantee of peace in independent Tajikistan.
It is gratifying that on the eve of celebrating this sacred day, symbolizing statehood, unity, and cohesion, we sincerely congratulate all citizens of the country and hope that the foundations of our legal and peace-loving state will become even stronger, and the atmosphere of freedom and tranquility in our land will remain eternal.
