COMMENCEMENT OF THE TRAINING SEMINAR-MEETING ON THE TOPIC “ELECTRONIC DOCUMENT MANAGEMENT SYSTEM: PROCEDURES FOR USE AND PRACTICAL ISSUES OF IMPLEMENTATION IN THE FIELD OF ENFORCEMENT PROCEEDINGS” IN THE SUGHD REGION

At the opening ceremony, the Head of the Enforcement Service Department for Sughd Region, Abdulfaizi Umarshoh, emphasized that improving the mechanism of state regulation in the field of enforcement proceedings is an important factor in ensuring the rule of law, protecting the rights and legitimate interests of individuals and legal entities, and increasing public trust in government institutions.

The training seminar-meeting will continue on 24–25 June. Within its framework, the following issues will be addressed:

• compliance with service conduct standards and professional ethics rules for enforcement officers as an important factor in the development of the service;
• organization of record-keeping in enforcement bodies: existing problems and possible solutions;
• digitalization of enforcement proceedings, implementation of sectoral information systems, and use of electronic services;
• the unified electronic document management system: effectiveness and procedures for its use (edo.innovation.tj);
• legal restrictions applied to debtors and procedures for their enforcement;
• citizens’ appeals and the responsibility of Enforcement Service staff: procedures for their consideration in accordance with the law;
• development of human resources, formation of legal culture among employees, and other related issues.

Participants will analyze existing challenges and put forward concrete proposals for their resolution and for improving the efficiency of operations through free discussions, practical sessions, and case-study analyses of real service situations.

Following the seminar, methodological and practical recommendations are expected to be developed. These will contribute to improving the activities of territorial structures of the Enforcement Service and the implementation of the strategic objectives of the Development and Digitalization Program in the enforcement authorities of the Republic of Tajikistan.
