The meeting was attended by the leadership, as well as staff members of the central office and territorial divisions of the Execution Service (in online format).
The meeting was opened by the Head of the Execution Service, State Justice Counselor of the 3rd Class, Abdullozoda Akhtam Rustam, who defined the agenda and, in accordance with it, reviewed and analyzed issues related to the activities of the sector.
It was noted that during the first three months of 2026, the Execution Service, within the framework of the legislation of the Republic of Tajikistan and the instructions of the Government of the country, focused its activities on strengthening the rule of law, improving the efficiency of enforcement proceedings, and ensuring the timely and actual execution of judicial acts, acts of state bodies, and officials.
According to the agenda, reports from responsible officials were heard, existing shortcomings were identified, and specific instructions were given for their elimination, as well as for achieving sustainable results and effectively addressing issues related to the Service’s activities.
It was particularly emphasized that in the first quarter of 2026, the main focus of the leadership and staff of the Service, alongside the execution of other official duties, was directed toward the full transition to the digitalization of the enforcement proceedings system and the achievement of the target of recovering 1 billion somoni. In this regard, consistent efforts were undertaken to protect and restore the legal interests of the state, as well as physical and legal entities.
It should be noted that enforcement officers of the Service exercised their authority to apply compulsory enforcement measures in respect of 15,127 enforcement proceedings initiated during the first three months of 2026. As a result, the execution of 10,368 (in 2025 – 7,742) enforcement documents was ensured, amounting to 99,405,984 (in 2025 – 62,179,335) somoni, as well as 36,000 (in 2025 – 185,202) US dollars, 110,523 (in 2025 – 13,679,941) Kazakhstani tenge, and 1,401,392 Russian rubles (in 2025 – 3,035 Belarusian rubles). This indicator exceeds the corresponding period of the previous year by 37,226,649 somoni.
Furthermore, it was noted that one of the key areas of the Service’s activity is the enforcement of alimony payments in favor of mothers and children, as well as the recovery of funds in favor of the state, individuals, and legal entities, including the timely application of restrictive measures against debtors. As a result of the implementation of a comprehensive working system and strengthened control, the Service achieved positive outcomes in this area.
In particular, taking into account the receipt of 3,040 enforcement documents in the first quarter of 2026, enforcement officers across the country applied compulsory enforcement measures in respect of a total of 92,850 enforcement proceedings, resulting in the recovery of 47,658,330 somoni in favor of claimants for the maintenance of minor children, which is 21,024,351 somoni more compared to the same period of the previous year.
It was also noted that one of the priority directions of the Service’s activity is the recovery of monetary funds. Analysis shows that in the first three months of 2026, enforcement officers, through the application of compulsory measures, recovered a total of 172,734,542 (in 2025 – 88,241,496) somoni in favor of the state, individuals, and legal entities, as well as in the interests of mothers and children, which is 84,493,046 somoni more than in the corresponding period of the previous year.
It was emphasized that the implementation of specific organizational and practical measures, strengthening of internal control, improvement of interagency coordination with relevant authorities, extensive use of information technologies, and advancement of the digitalization process of enforcement proceedings have contributed to improving the performance indicators of the Service.
At the same time, on a number of pressing issues in the sector, including the need to further enhance the professional level of staff, strengthen service discipline, eliminate existing shortcomings in certain territorial divisions, intensify public awareness activities, ensure efficient use of available resources, strengthen personal responsibility in the performance of official duties, as well as ensure full compliance with legislation in maintaining the Unified State Register of Debtors and applying restrictive measures against debtors, the Head of the Service issued relevant instructions.
In conclusion, it was particularly emphasized that, within the framework of the instructions of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, all necessary measures must be taken to ensure that the volume of recovered debts reaches 1 billion somoni by the end of 2026.
