On February 10–11, 2026, a bilateral meeting was held between the Head of the Enforcement Service under the Government of the Republic of Tajikistan, Mr. Akhtam Abdullozoda, and representatives of the Federal Republic of Germany — the Ambassador Extraordinary and Plenipotentiary of Germany to the Republic of Tajikistan, Mr. York Schugraf, and the Head of the Representative Office of the German Agency for International Cooperation (GIZ) in the Republic of Tajikistan, Mr. Viktor Wetzel. The meeting focused on the development of bilateral cooperation in the field of the rule of law and the improvement of the enforcement proceedings system.
During the negotiations, the parties emphasized the key role of enforcement proceedings as the final stage and a guarantor of the implementation of justice, describing it as a “mirror” of the level of legal culture and public trust in the state. They also substantively reviewed the advanced experience of the Federal Republic of Germany in the digitalization of enforcement procedures, ensuring transparency of processes, enhancing the accountability of participants in enforcement proceedings, and strengthening guarantees for the protection of citizens’ rights and legitimate interests.
The leadership of the Enforcement Service noted that, in the Republic of Tajikistan, phased reforms are being consistently implemented, aimed at improving the regulatory and legal framework, introducing digital tools, and enhancing the professionalism and legal culture of enforcement personnel. In this regard, the exchange of experience with relevant German institutions, as a reliable partner, was recognized as being of strategic importance.
The parties also discussed prospects for expanding cooperation through the development of joint projects, the organization of professional trainings and seminars, the provision of technical consultations, and the adoption of advanced international practices.
At the conclusion of the meeting, both sides reaffirmed their mutual readiness to strengthen legal dialogue and continue effective cooperation in the interest of upholding the rule of law and ensuring social justice in the Republic of Tajikistan.
