The fight against corruption in the state policy of the Republic of Tajikistan is one of the key issues, and the resistance to and prevention of corruption factors is becoming more and more serious year by year.
Corruption is considered a global problem in the modern world. As a socio-political phenomenon, it negatively affects all aspects of public life, state governance, stable economic development, the well-being of the people, and the protection of human and civil rights and freedoms.
From the first days of gaining state independence, the Republic of Tajikistan has made the fight against corruption a priority in its state policy, starting with the formation of a legal and institutional foundation and strengthening international cooperation in this area. In particular, in 2006, Tajikistan ratified the UN Convention against Corruption and committed to bringing its legislation in line with this convention and establishing specialized anti-corruption authorities.
To fulfill international obligations, reform state governance, ensure efficient and effective use of budget funds, and support sustainable economic, social, and cultural development in the Republic of Tajikistan, by the decree of the President on January 10, 2007, based on the Tax Police and the State Financial Control Committee, the Agency for State Financial Control and the Fight against Corruption of the Republic of Tajikistan was established. Its main tasks include financial control, preventing, identifying, and eliminating corruption offenses, conducting preliminary investigations and criminal proceedings on corruption crimes, and implementing a comprehensive set of measures for the state anti-corruption policy.
In addition, it should be noted that the country has adopted three state anti-corruption programs aimed at planning government activities in the fight against corruption. Within the framework of these programs, all ministries, agencies, organizations, and civil society have been involved in the process of combating corruption.
Additionally, in order to coordinate the activities of state authorities and involve civil society in the implementation of preventive and anti-corruption measures, by the decree of the President of the Republic of Tajikistan, on December 14, 2010, the National Council for the Fight against Corruption of the Republic of Tajikistan was established. It consists of 57% representatives of state authorities and 43% representatives of civil society.
It should not be forgotten that the creation of legal foundations and the practical implementation of anti-corruption measures in the country, similar to the joint fight against terrorism, extremism, the illegal drug trade, and other crimes, stem from the political will and constructive initiatives of the Leader of the Nation, President Emomali Rahmon. In this context, the adoption of the “State Strategy for Combating Corruption in the Republic of Tajikistan for the Period until 2030” by the Decree of the President of the Republic of Tajikistan on August 3, 2021, is a logical continuation of anti-corruption reforms.
As experts state, corruption affects all areas of human life, cripples healthy economic development, disrupts effective political activity, and weakens the relationship between the government and the people. Therefore, it must be understood that the fight against corruption and the reduction of its level depend on many factors, such as collective efforts, mutual understanding, a high level of legal awareness, and the active involvement of every citizen in uncompromising resistance to this phenomenon.
To achieve significant results and the goals set by the Government of the Republic of Tajikistan in the fight against corruption, all sectors of civil society must jointly work using a set of modern tools and methods to eradicate this harmful phenomenon.
