Esteemed Guests of the World Association of Tajiks and Persian-Speaking Peoples “Payvand”!
Esteemed Representatives of the Country’s Intelligentsia,
Dear Participants!
Thirty-five years ago, the ancient Tajik people, possessing a rich and distinguished culture, achieved a sacred historic accomplishment — State Independence.
During this relatively short period, alongside significant political, economic, social, and cultural achievements in our country, the “Payvand” Association was established with the purpose of preserving national and historical values, ensuring their continuity, and strengthening ties with Tajiks and Persian-speaking peoples around the world.
The World Association “Payvand” is a unique phenomenon of the period of Tajikistan’s independence. Over the years, it has developed into a broad platform for bringing together Tajiks and Persian-speaking peoples from around the world.
I would like to emphasize with particular pride that today’s scientific session entitled “Independent Tajikistan — A Link in the Aryan Civilization” is being held in honor of the great national holiday — the 35th anniversary of the State Independence of Tajikistan.
On this occasion, I warmly welcome all of you, esteemed guests, to the Republic of Tajikistan — the home of hope for Tajiks around the world.
I also sincerely congratulate each of you on the 35th anniversary of the independence and freedom of Tajikistan and wish you good health and new successes.
Your active participation, esteemed guests, in celebrating the independence of the Tajik people is a vivid testament to your respect for the language and culture, history and civilization, as well as the shared spiritual values of Persian-speaking peoples.
At a time when the modern world has entered a period of intense competition among identities, languages, values, and interests, spiritual and cultural unity and solidarity are of immense importance to us, the Persian-speaking peoples.
Under such circumstances, the World Association of Tajiks and Persian-Speaking Peoples “Payvand”, fulfilling its historic mission of preserving the values of Aryan civilization, serves as a spiritual and cultural force that contributes to unity.
As early as September 8, 1993, I emphasized that the main objective of our Association was to restore and strengthen historical relations, as well as expand scientific and cultural ties among Persian-speaking peoples.
It is gratifying to note that numerous initiatives have been implemented in this direction to date.
You, Tajiks living abroad, and representatives of Persian-speaking peoples, who serve as ambassadors of culture and Aryan civilization in different countries around the world, make a worthy contribution to presenting independent Tajikistan and its achievements, as well as enhancing its authority and prestige on the international stage.
It is precisely through your consistent efforts that the voice of Tajikistan resonates in unison with the voices of our compatriots living abroad — that is, Tajiks and Persian-speaking peoples throughout the world.
Wherever the Tajik-Persian language is spoken, wherever the poetry of Rudaki, Ferdowsi, Saadi, Hafez, Jami, Kamal Khujandi, Bedil, Ayni, and Tursunzoda is recited, the spirit of our great ancestors lives on, and the vitality of the Persian-speaking world is preserved.
I wish to emphasize that, on the eve of the sacred holiday of independence, we are entering a new stage in the activities of the World Association of Tajiks and Persian-Speaking Peoples “Payvand”.
This is a stage that requires from all of us — the state, the country’s intelligentsia, our compatriots living abroad, as well as Tajiks and Persian-speaking peoples — useful and systematic initiatives and sustained efforts.
This session should become the starting point for large-scale initiatives aimed at further strengthening the Association’s activities, establishing permanent cooperation, and achieving greater effectiveness than in previous periods.
Esteemed Participants!
It should be noted that the organization of scientific events is one of the principal areas of activity of the “Payvand” Association.
Members of the Council and Executive Committee of the “Payvand” Association have made a significant contribution to the preparation and organization of scientific and cultural events dedicated, in particular, to the 1,150th anniversary of the founder of classical Tajik-Persian literature, Master Abuabdullo Rudaki; the 680th anniversary of the great Eastern thinker Mir Sayyid Ali Hamadani; the 1,400th anniversary of Barbad Marvazi; the millennium of Abulqosim Ferdowsi’s “Shahnameh”; the 700th anniversary of Hafez of Shiraz; the 675th anniversary of Kamal Khujandi; the 600th anniversary of Abdurrahman Jami; and the 960th anniversary of the sage Omar Khayyam.
Their contribution to the celebration of the 1,100th anniversary of the Samanid state, the international scientific events “Avesta and World Civilization” and “The Contribution of Tajiks and Persian-Speaking Peoples to World Civilization: Yesterday and Today,” the celebration of the 2,700th anniversary of the city of Kulob, as well as events dedicated to the “Year of Aryan Civilization,” also deserves special mention and high appreciation.
Dear Friends!
In an era of intense global competition, the destiny of nations depends, above all, on the power of reason and intellect, the level of knowledge, the quality of science and education, and the capacity for innovation.
As true heirs of Aryan civilization, Tajiks throughout their centuries-old history have always aspired to knowledge and enlightenment and have been creators and custodians of this great spiritual wealth.
It should also be emphasized that the history of Aryan civilization is a comprehensive mirror of national self-awareness and a great school of humanism and compassion, which over thousands of years has acquired eternal life through the power of reason and intellect, justice and culture, creativity and innovation of its educated and globally renowned sons.
In the course of its development and flourishing, this civilization passed through remarkable historical stages while preserving enduring values inherited from its ancestors.
It not only enriched inherited wisdom and its own spiritual world but also exerted a notable influence on other civilizations.
In the contradictory conditions of the modern world, when competition and clashes among values and civilizations are intensifying, preserving and promoting this invaluable heritage acquire particular importance.
We must not only be heirs to this great civilization, but also enrich it with new forms and content corresponding to the spirit of the modern era, as well as with new scientific achievements.
Civilization is not merely memory and a reminder of the past; it is also a living, driving force that creates the future.
Preserving cultural values, developing science and enlightenment, educating a conscious and patriotic generation, and presenting this invaluable heritage with dignity on the international stage are our duty to the civilization of our ancestors.
Only in this way can we strengthen the connection between the past, the present, and the bright future of our nation.
Aryan civilization is our foundation; our future depends on the extent to which we are able to preserve this foundation in our worldview and national consciousness.
It was precisely this foundation and historical heritage that subsequently found worthy expression in every line of the works of great thinkers, including Abulqosim Ferdowsi’s “Shahnameh,” and remain to this day an enduring symbol of national pride.
It should also be emphasized that, under the vulnerable and unstable conditions of the modern world, these values can become a powerful means of cultural dialogue, preventing disagreements and conflicts, and advancing human society.
Therefore, preserving and protecting these values is not only the sacred duty of one nation, but also of all humanity.
In this regard, the latest Address of the Head of State included an instruction to provide for the construction in Dushanbe of the “House of Aryan Civilization” and the International Navruz Center.
The establishment of the “House of Aryan Civilization,” given the importance of preserving and studying the historical and cultural heritage of the Aryan peoples, as well as the key role of Tajiks in the formation and development of ancient civilizations of Central Asia, is of tremendous significance.
The “House of Aryan Civilization” will become a cultural, scientific, and educational center presenting the history of the Aryan peoples as the history of a constructive and creative civilization that exerted influence on the ancient world.
Alongside the establishment of the “House of Aryan Civilization,” we have also instructed the relevant authorities in the country’s education sector to take the necessary measures to improve the study of the writing systems of our ancestors and enhance the organization of their teaching in educational institutions.
We must always remember that it was through these writing systems that the thoughts and invaluable heritage of our ancestors were created and presented to the world.
The International Navruz Center in Dushanbe may also become a unique institution of world culture, where Navruz will be presented not simply as a one-day celebration or a seasonal festival, but as an eternal philosophy of life, peace, and renewal, restoring its historical and cultural status and using it in the service of the spiritual objectives of the modern world.
This center will constitute a valuable contribution by Tajikistan to preserving the cultural heritage of humanity, promoting dialogue among civilizations, and strengthening the central role of our country as a center of Navruz civilization.
Esteemed Participants!
Whenever we speak about State Independence, we must responsibly recall those days when the Tajik nation experienced severe and difficult historical trials.
It was precisely amid these hardships that the will of the nation was forged, and we came to fully appreciate the value of statehood, peace, unity, and national solidarity.
We must not forget that during the first years of independence, issues of language, history, culture, national customs and traditions, state symbols, spiritual heritage, as well as the unity and strengthening of ties among compatriots became central themes of national self-awareness.
The Tajik nation realized that preserving a young state required more than merely administrative capabilities. It was necessary for members of society to feel that they shared a common destiny, rely on a common historical memory, and believe in a common future.
Today, as we stand on the threshold of the 35th anniversary of State Independence, we recall those years not to reopen old wounds, but to strengthen the foundations of historical consciousness in society.
For a nation that consciously fails to understand its past cannot fully appreciate the value of today’s stability, peace, and security.
A society that does not understand the essence and significance of statehood, independence, and freedom cannot take responsible care of its future.
For us, the celebration of the 35th anniversary is not merely a day of remembrance; in essence, it is a new page in the history of the Tajik nation and a new stage in the development of the Tajik state.
In the coming decades, Tajiks must be known not only as a nation with a glorious past, but also as an advanced and creative society possessing the ability and potential to create knowledge, technologies, modern culture, and effective diplomacy.
In this regard, the “Payvand” Association can develop into a coordinating center for the intellectual, economic, and cultural forces of Tajiks throughout the world.
That is precisely why we regard today’s session as an extremely important event and a new stage of effort and responsibility.
Esteemed Participants!
I would particularly like to emphasize that during the 35 years of State Independence, we have implemented a number of effective initiatives aimed at reviving historical memory, strengthening national self-awareness, and promoting respect for the authentic values of the civilization of Tajiks and Persian-speaking peoples.
During this period, the state and society adopted decisions to revive traditions that for decades had required preservation and support.
We revived and expanded Navruz as a great historic, national, and international celebration, giving its observance a new scale and grandeur.
We breathed new life into the ancient traditions of Sada, Mehrgon, and Tirgon in the spiritual life of society.
We once again brought folk customs and traditions onto the stage of cultural life, creating favorable conditions for strengthening the connection of generations with the roots of their own civilization.
During the period of independence, we made the celebration of major national and cultural anniversaries, as well as honoring world-renowned figures of Tajik and Persian science and literature, one of the important areas of state cultural policy.
Through our initiatives, we have sent a clear message to society and the world that Tajiks, as a cultural nation, possess an ancient history, a constructive way of thinking, and exceptionally rich scientific, cultural, literary, and folk traditions.
We have demonstrated that the Tajik nation, as an active and integral part of the modern world, has made an invaluable contribution to humanity’s spiritual heritage in the form of a treasury of knowledge and enlightenment and will continue this humanitarian mission in the future.
Esteemed Participants!
The revival of the nation’s history and a new understanding of its spiritual heritage are valuable achievements and a cornerstone of identity formation in the era of independence.
During the period of the country’s State Independence, a large number of valuable historical and literary works were published and made available to the people.
In particular, the publication of the fundamental work “The Tajiks” by Academician Bobojon Gafurov, the immortal masterpiece “Shahnameh” by Abulqosim Ferdowsi, and ensuring access to these works for every family in Tajikistan, as well as the publication of the “Stars of Literature” series, represent initiatives that pave the way toward strengthening national self-awareness, historical pride, and the connection of our people with the immortal heritage of their ancestors.
The immortal works of Rudaki, Ferdowsi, Abu Ali ibn Sina, Nasir Khusraw, Khayyam, Saadi and Hafez, Kamal Khujandi, Jalaluddin Balkhi, Jami, Bedil, Ahmad Donish, Ayni, Bobojon Gafurov, Tursunzoda, and other great figures of science, literature, and enlightenment are not merely scientific and artistic heritage for our society; they are also schools of spirituality, humanism, patriotism, and constructive thinking.
We have placed this great treasure at the service of society as a reliable source for educating generations, strengthening national unity, and fostering spiritual ties with Tajiks and Persian-speaking peoples around the world.
At the same time, we recently established the Abu Ali ibn Sina International Prize in Medicine, which has a dedicated fund.
We are confident that this initiative of ours, as a reliable instrument of scientific diplomacy, will once again transform Tajikistan into a center of international dialogue on the scientific heritage of humanity.
Esteemed Participants!
Today, I would like to particularly emphasize the issue of language, which is the foundation of the spiritual existence of a nation.
For us, the Tajik language is a fundamental and unshakable pillar of statehood, a treasury of national thought, a mirror of culture, and a strong and unbreakable bridge connecting generations and speakers of the same language throughout the world.
With all its rich historical and literary heritage, the Tajik language connects us to a millennia-old past and the vast spiritual space of Persian-speaking peoples.
Every page of our literature, every folk proverb and saying, every example of classical poetry, and every traditional scientific term is vivid evidence that Tajiks have made an enormous contribution to the formation of the foundations of world science and civilization.
Therefore, issues concerning the preservation, honoring, and future dissemination of the language must always remain at the center of the attention and activities of the “Payvand” Association.
We must not only cherish our language but also transform it into a powerful language of science and technology, modern technologies, economics, and diplomacy.
In this process, it is extremely important that our young people think, analyze, invent, write programs, and open doors for dialogue with the world in this language.
Furthermore, Tajiks living in different parts of the world should make efforts to respect their native language and expand the sphere of its use.
Esteemed Participants!
National self-awareness cannot be strong and sustainable without historical memory and an understanding of the place of our ancestors in world civilization.
Preserving historical memory and treating it with respect is for us simultaneously a matter of pride, responsibility, and national honor.
It is necessary to further expand and deepen the historical knowledge of the younger generation, particularly young people living abroad, so that they understand the destiny and true significance of the deeds of their predecessors.
They must know that being Tajik, that is, belonging to the Tajik people, means being part of a great civilization, a spiritual heritage of global significance, a beautiful cultural spirituality, and a rich instructive experience of state-building.
If our young people deeply understand this meaning, they will everywhere and always live with their heads held high, with self-confidence and a sense of patriotic responsibility.
We must also give serious impetus to the study, publication, promotion, and translation of the scientific and cultural heritage of the past.
Manuscripts, written monuments, oral heritage, the works of thinkers, and the experience of cultural coexistence must be incorporated into the permanent programs of the relevant institutions.
In this regard, I would once again like to recall one of the outstanding achievements of the Aryan peoples: the feat of Cyrus the Great (Kurush Kabir), the founder of the first empire in history and the author of the first declaration of human rights, whose example of affirming justice and tolerance is a source of pride for each of us.
Dear Compatriots!
In the 21st century, the place and role of a nation are determined not only by natural resources, military power, or even geographical location, but, above all, by its intellectual potential.
Science and education, innovation and invention are today the principal factors of competitiveness, scientific independence, and long-term development.
The Tajik nation, proud of its past, the names of its great scholars, and its renowned scientific schools, has both the moral right and the responsibility, under modern conditions, to strengthen its position by creating new knowledge and educating a highly skilled and well-educated generation.
In this area, the “Payvand” Association can become one of the effective instruments for bringing together the scientific potential of Tajiks and Persian-speaking peoples around the world.
We must establish a modern network of scientific cooperation among higher professional educational institutions, research centers, scholars living abroad, and the younger generation of researchers.
This cooperation should not be limited to presentations at scientific gatherings; it should become a sustainable system for the exchange of knowledge and experience.
It is necessary to create joint research programs, conduct virtual classes, organize scientific mentorship for young people, implement joint laboratory projects, translate and publish scientific works, and exchange experience in priority fields — from digital technologies to medicine and from energy to linguistics.
Our young people must have access to an environment in which acquiring professional skills, invention, entrepreneurship, and working with new knowledge are of particular importance and involve increasingly high requirements.
I am confident that in this area our gifted and talented compatriots, both inside the country and abroad, are capable of joining efforts and cooperating productively for the benefit of independent Tajikistan.
Esteemed Participants!
The modern world, despite its achievements and progress, has entered a complex and contradictory stage in terms of security, politics, culture, and morality.
Under such circumstances, our mission, above all, is to convey to generations and societies a message of peace, dialogue among civilizations, mutual understanding, tolerance, and shared responsibility.
Today, the world faces various threats: armed conflicts, terrorism, extremism, radicalism, economic and financial crises, climate change and its negative consequences — these are only some of them.
In such a situation filled with violence, ensuring peace and security is not solely the responsibility of states. Societies, public and cultural organizations, and representatives of the intelligentsia also bear responsibility in this regard.
The Tajik nation, having learned the value of peace and unity through its own bitter experience, can convey a hopeful and meaningful message to the international community.
Confirmation of these words can be found in the resolution of the United Nations General Assembly proclaiming the “Decade of Strengthening Peace for Future Generations,” which was recently adopted at the initiative of Tajikistan.
The “Payvand” Association should also, through language, culture, and its activities, become a leading force in spreading the message of peace throughout the world.
Peace, above all, begins with kind and constructive thoughts, patience, tolerance, and a culture of dialogue.
When we listen to one another, when we treat different opinions with tolerance, when we possess an appropriate moral position and a culture of discussion, and when we place common goals above group interests, we create a solid foundation for building peace.
History has repeatedly demonstrated that even at the most sensitive and fateful moments, the Tajik nation has chosen the path of peaceful responsibility and tolerance, showing respect for universal human values based on constructive thinking and an optimistic worldview.
May today’s session convey a clear message to the world and to our society: Tajiks are a nation of peace and peacemaking, a nation of endurance and tolerance, a cultural and creative nation.
We seek to preserve peace through our thoughts, words, and actions, through cooperation and the education of a new generation possessing consciousness and national self-awareness.
Today, Tajikistan is known on the international stage not only as a country with an ancient history and rich culture, but also as a state that takes initiatives and plays an active role in addressing global challenges.
Of particular importance is presenting Tajikistan’s consistent initiatives among our compatriots living abroad and among Persian-speaking peoples.
The “Payvand” Association can also make a significant contribution in this direction.
Our compatriots and speakers of the common language living and working in different countries can participate more actively in presenting Tajikistan’s international initiatives, organizing cultural and informational events, publishing works and articles, creating educational programs, and establishing useful cooperation among specialists.
I am confident that presenting Tajikistan’s global initiatives will give the activities of the “Payvand” organization new substance and meaning.
When the “Payvand” Association addresses not only the past but also the problems and issues of contemporary human life, it goes beyond its role as an institution responsible for preserving memory and honoring heritage and fulfills its mission as an organization bearing responsibility before all humanity.
This mission is a requirement of our time and a mandate of the new century.
A nation that wants the world to hear its voice must speak not only about itself, its history, and its culture, but also about its meaningful contribution to protecting people and the planet.
In this regard, I propose that, in planning the further activities of the “Payvand” Association, issues of peace and security, water and climate, and sustainable development, alongside the preservation of historical and spiritual values, should occupy a worthy place.
Esteemed Participants!
The time has come for the activities of the “Payvand” Association to go beyond symbolic meetings and become a permanent system of practical work, initiatives, and coordination, equipped with modern information and technological capabilities.
The time has come for the Association to develop as a platform for practical action, a constructive global network, and a school for generating new spiritual and cultural ideas and thought.
Today’s session should lay the foundation for a set of systematic practical initiatives and interconnected, multidirectional programs.
Regular meetings of the Association, with consideration and assessment of the implementation of practical projects and programs, as well as improvement of its future activities, are among the effective factors for achieving this goal.
In this regard, I propose that today’s session be declared the beginning of a new development program for the “Payvand” Association for the coming years.
A program in which issues of language, history, culture, science, economics, youth, innovation, digitalization, and cultural diplomacy will be considered in harmony and interconnection.
If today we have spoken about history, independence, unity, language, culture, and the mission of the “Payvand” Association, all of this ultimately leads us to one fundamental question: What should our future be?
We are convinced that in the coming decades Tajikistan should become not only a country of stability and peace, development and construction, but also a center of constructive thought, living culture, international initiatives, and integration among speakers of the common language.
On this historic and blessed day, I wish all participants of the session, our compatriots living abroad, the Persian-speaking peoples, the entire people of Tajikistan, and friends of the Tajik nation in every corner of the world good health, dignity, and success in serving the highest national and universal human interests.
I am confident that the esteemed foreign guests and representatives of the country’s intelligentsia will use the outcomes and objectives defined at this session as guidance for action and make an even greater contribution to strengthening and developing the cultural, spiritual, and social ties among Tajiks and Persian-speaking peoples around the world.
Every initiative of yours along this noble path is valuable to Tajikistan, and our state will always receive it with respect and gratitude.
May the light of independence and freedom, universal peace and stability, and unbreakable national unity remain in the heart of every son and daughter of Tajikistan!
May the Tajik-Persian language, the world-renowned Tajik-Persian literature, culture, and Aryan civilization always serve as a source of our unity and national self-awareness!
With these good wishes, I declare the session of the World Association of Tajiks and Persian-Speaking Peoples “Payvand” open and wish all of you, esteemed guests and participants of the session, success and new achievements.
Thank you for your attention!
