— The Department carries out its activities in the key areas of maintaining cleanliness and environmental improvement, repair and maintenance of infrastructure facilities, as well as technical servicing of residential buildings.
There are 25 municipal zones operating in the district, whose employees work daily to keep streets, neighborhoods, and public spaces clean. In case of technical issues in residential buildings, specialists, including plumbers, are promptly engaged to resolve problems. Technical service fees are paid by residents in accordance with established regulations.
— How is the current state of the municipal and housing sector in Sino District assessed?
— The current state of the sector is regarded as an important and responsible area. Despite existing challenges, the Department utilizes all available resources to maintain cleanliness and ensure stable operations. One of the main issues is the timely collection of service fees. Although the установлен tariff per square meter (16–17 dirams) is insufficient, employees perform their duties with dedication, taking necessary measures to ensure operational continuity and salary payments.
— What priority measures are being implemented under the instructions of the leadership of Dushanbe City and Sino District?
— Under the directives of the Chairman of Dushanbe City, Mr. Rustam Emomali, and the Chairman of Sino District, Mr. Umed Gurezoda, a number of important measures are being implemented to improve sanitation and neighborhood development.
With the support of the city and district leadership, as well as contributions from entrepreneurs and active citizens, asphalt paving, cementing, and improvement works totaling nearly 4 million somoni have been completed. Landscaping, tree planting, and street painting activities are also being carried out with residents’ participation.
— What measures are taken to improve cleanliness in streets, neighborhoods, and public places?
— Daily street cleaning, waste collection, and washing of roads and avenues are conducted regularly. Using special equipment, drainage pipes and canals are cleaned, and community clean-up days are organized with the participation of residents and institutions. Landscaping, flower planting, and installation of underground waste containers are implemented in several neighborhoods, along with awareness-raising activities to enhance environmental culture.
— How is household waste removal organized, and what challenges exist?
— Household waste removal is carried out by State Unitary Enterprises “Municipal Special Transport” — KVD-1, KVD-2, and “Zarafshon-Kommunal,” which operate according to established schedules.
However, challenges remain, including insufficient containers, increased waste volumes, and delayed payments by some residents. Additional measures are being taken to address these issues.
— What has been done in terms of maintenance and repair of the housing stock, including multi-storey buildings?
— Significant work has been carried out in this area. Multi-storey buildings have been repainted, enhancing the city’s appearance. With the support of the Executive Body of State Authority of Dushanbe City, elevators in several buildings have been fully renovated and are now operating regularly, providing improved living conditions for residents.
— How is cooperation with relevant organizations and neighborhood residents organized?
— The Department maintains close cooperation with law enforcement agencies, service providers, and local authorities. In cases of legal violations or non-payment of utility fees, legal measures are taken jointly with relevant institutions. This cooperation contributes to discipline, timely payments, and improved service quality.
— What awareness measures are implemented to promote urban culture and civic responsibility?
— Regular awareness campaigns are conducted to enhance urban living culture. Residents are encouraged to dispose of waste only in designated areas, follow urban living rules, and contribute to the proper upbringing of children. These measures play a key role in fostering civic responsibility.
— What is the role of modern technologies in improving municipal services?
— The use of modern technologies, including underground waste containers and automated equipment, improves service quality. These technologies are environmentally friendly and increase operational efficiency. The Department strives to strengthen shared responsibility among citizens for environmental protection.
— What are the main plans and objectives for the current year and the future?
— Key plans include replacing outdated equipment with modern machinery, improving service quality, increasing salaries, and enhancing working conditions. The installation of underground containers and the introduction of new environmentally friendly waste collection methods are also planned to reduce environmental pollution.
