In the context of rapid global development, combating corruption is one of the most critical priorities of the state policy of the Republic of Tajikistan. On January 10, 2007, the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan was established on the initiative of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon. It was created to implement the nation’s state policy against corruption and has since earned a prominent and authoritative status within the country’s law enforcement system.
It should be noted that in today's global political landscape, corruption as a negative social phenomenon presents severe challenges to humanity. In any form, it weakens the foundations of statehood, hinders economic growth and public welfare, obstructs the realization of human and civil rights and freedoms, and undermines national stability and peace. Most dangerously, corruption breeds public distrust in state institutions. Therefore, countering this phenomenon is not only the duty of government bodies, but also the civic responsibility of every resident of the country.
In accordance with Articles 10 and 11 of the Law of the Republic of Tajikistan "On Countering Corruption," the Food Safety Committee under the Government of the Republic of Tajikistan acts as an active entity in anti-corruption efforts. Within its jurisdiction, the Committee regularly conducts anti-corruption awareness campaigns and takes active measures to eliminate the causes, conditions, and risks of corruption.
To this end, the Regional Directorate of the Food Safety Committee in Sughd Region annually formulates and approves an action plan under the "State Anti-Corruption Strategy in the Republic of Tajikistan for the Period up to 2030" (Phase I: 2021–2025; Phase II: 2026–2030, approved by Decree of the President of the Republic of Tajikistan No. 1145 on March 6, 2026). This plan is systematically implemented step-by-step, and we continuously contribute to these objectives through dedicated public service.
Furthermore, on April 16, 2026, under the action plan "On Organizing and Conducting Departmental Training for Employees of the Food Safety Committee Directorate in Sughd Region for 2026," a scientific and educational training session was held at the Directorate’s premises to enhance the political and legal literacy of personnel. The meeting was attended by staff members of the Directorate and the Food Safety Centers of the cities and districts of Khujand, Guliston, B. Gafurov, Devashtich, Zafarobod, Istaravshan, Spitamen, J. Rasulov, and Mastchoh.
N. Sharipov, Chief Specialist-Legal Adviser of the Directorate in Sughd Region, delivered a speech detailing the key points and objectives of the State Anti-Corruption Strategy. It was emphasized that combating corruption remains a paramount priority of state policy, requiring joint and collective action to prevent and eliminate corruption risks. Countering corruption is a shared civic duty for all citizens, not just public agencies.
Additionally, a key factor in preventing corruption is reducing direct contact between physical/legal persons and officials. To achieve this, expand preventive practices, and advance electronic payment adoption, the Directorate in Sughd Region established a "Single Window" electronic system for public services. Through this portal, entrepreneurs can submit document requests digitally and receive them electronically following non-cash payment of service fees.
The Directorate also maintains an official Facebook page where materials and programs are regularly published to promote compliance with the laws, codes, and regulatory acts of the Republic of Tajikistan, raise awareness on anti-corruption enforcement and penalties, and foster a collective stance against corruption.
To further reinforce transparency, a fee schedule for all public services provided by the food safety authorities has been posted at the main entrance of the Directorate's building, alongside informational banners discouraging corrupt practices. Furthermore, pursuant to Presidential Decree No. 586 of June 22, 2023, "On Measures to Expand Non-Cash Payments," the "Amonat Mobile" e-wallet system was launched through Amonatbonk, allowing all service payments in this sector to be processed electronically.
The measures implemented by the Head of State and the Government inspire all of us to remain active participants in this vital national effort through accountable, dutiful service.
