Terrorism and extremism are considered among the most negative phenomena of today's global society, carrying consequences such as threats, the use of violence, the infliction of serious harm, disorder, changes to the constitutional order, the seizure of power, provocation, and national, reactionary, social, and religious conflicts.
Today, terrorism and extremist groups are among the most pressing issues, with their causes and characteristics being the subject of extensive study and research by scholars and investigators.
As a member of the international community, the Republic of Tajikistan has maintained clear objectives against terrorist and extremist movements since its inception. It consistently calls upon the global community at all regional and international forums to engage in an uncompromising struggle against these horrific phenomena.
Based on the national strategy and state program for combating terrorism and extremism, instructions have been issued to ministries, agencies, and the executive bodies of state power in the Gorno-Badakhshan Autonomous Region, other regions, the city of Dushanbe, and various districts. They are mandated to take measures—within the framework of the state budget, special funds, and other funds not prohibited by the legislation of the Republic of Tajikistan—to implement the "Strategy on Countering Extremism and Terrorism in the Republic of Tajikistan for 2021-2025." This includes developing and approving internal agency plans and conducting public awareness campaigns within society.
Furthermore, throughout the era of State Independence, the Republic of Tajikistan has adopted numerous regulatory legal acts specifically aimed at eliminating the various causes and factors that contribute to terrorism and extremism.
The commission of terrorist and extremist acts is classified as a serious crime. One of the primary means of preventing these undesirable social phenomena is the establishment of severe penalties within criminal legislation. To prevent such acts, criminal liability is provided for in the Criminal Code of the Republic of Tajikistan. Continuous improvement of legislation regarding liability for extremism and terrorism is essential, including the timely criminalization of new forms of their manifestation and the establishment of appropriate punishments.
In the process of countering extremism and terrorism, the participation of civil society, the private sector, and every member of society is highly effective. Conducting extensive propaganda regarding the destructive impact of extremism and terrorism on the economy and society, and developing the population's worldview, are considered vital tools for resistance in this direction.
According to the Unified Concept of the Republic of Tajikistan on Combating Terrorism and Extremism, the Republic views the fight against terrorism and other manifestations of international extremism as a paramount task for ensuring its national security and that of the entire world, and advocates for the further strengthening of joint cooperation in this field.
The struggle against terrorism and extremism must be directed toward the detection, prevention, and elimination of illegal acts, the inevitability of punishment for any crime, and the protection of the human right to personal security, regardless of nationality, citizenship, religious belief, opinion, or point of view.
It must be noted that the victims of terrorism are primarily young people. Therefore, the youth must not lose their political vigilance; they must study the causes and factors behind extremist individuals and terrorist groups and strive to repel them to preserve the peace, unity, and security of the country. When the Leader of the Nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, refers to Tajikistan as a "country of youth," it expresses his complete confidence in the strength and will of the nation's youth. He desires for the rising generation to fulfill this mission with honor and to remain dedicated to learning and research.
