At the initiative of the Tax Committee under the Government of the Republic of Tajikistan, a joint meeting of the Tax Reform Coordination Committee and the Taxpayers’ Advisory Council was held on December 22, 2025, at the Crowne Plaza Hotel in the capital.
The event was devoted to an important topic — the implementation and achievements of the “Tax Reform Operation” Project and the prospects for the development of digitalization of the tax sector in Tajikistan. Representatives of various government ministries and agencies, international organizations, domestic companies, and business associations took part in the meeting.
The event was opened by the First Deputy Chairman of the Tax Committee under the Government of the Republic of Tajikistan, Ayubjon Maruf Solehzoda, with an opening speech, after which information was presented on the progress of the implementation of the tax reform project in the country. It was noted that the “Tax Reform Operation” Project and the prospects for the development of digitalization of the tax sector in Tajikistan, implemented with the support of the World Bank, are aimed at achieving the goals of the National Development Strategy of the country until 2030, the Tax Administration Development Program for 2020–2025, and the Digital Economy Concept. The project is also focused on creating an efficient, transparent, and predictable tax system, strengthening the country’s financial stability, increasing investment attractiveness, and promoting entrepreneurship. This project contributes to improving the quality of public services in the tax sector and introducing modern digital platforms and automated tax management systems.
The “Tax Reform Operation” Project and the development of digitalization of the tax sector in Tajikistan will create conditions for the sustainable growth of state budget revenues by strengthening tax discipline, expanding tax bases, and increasing the institutional efficiency of tax authorities. “The goal of implementing this project is to create a transparent and efficient tax system, favorable conditions for entrepreneurial activity, and to increase the level of voluntary compliance with tax legislation,” said Ayubjon Solehzoda, emphasizing that tax policy is changing worldwide today and that the development of this important sector is impossible without reforms.
The event also featured a speech by the Deputy Minister of Economic Development and Trade of Tajikistan, Farhod Vosidiyon, who spoke about the results of coordination in the implementation of the tax administration program and tax reform projects with government bodies.
“The results of project monitoring showed that the Tax Committee has achieved significant success in the field of digitalization. The use of computer programs and modules, artificial intelligence, and the introduction of numerous electronic services for taxpayers have led to increased transparency of the tax system and a reduction in the shadow economy,” said Farhod Vosidiyon in his speech.
Representatives of the World Bank also attended the event. They expressed satisfaction with the project’s results, emphasizing that “this project is special and one of the most successful. The World Bank will continue to support projects aimed at tax reform.”
During the event, other important issues were also discussed, such as the provision of certain tax incentives to taxpayers, exemption from value-added tax for entrepreneurs and companies importing solar panels and their components into the country, the development of the green economy, electric vehicles, environmental protection, and others. A question-and-answer session was also held between the meeting participants and representatives of the Tax Committee under the Government of the Republic of Tajikistan.
It was emphasized that the implementation of the “Tax Reform Operation” Project and the development of digitalization of the tax sector in Tajikistan will have a positive impact on the socio-economic development of the Republic of Tajikistan by enhancing the efficiency and transparency of tax administration, strengthening business confidence, improving the business environment, and creating the necessary conditions for attracting investment. In his latest address, the President of the Republic of Tajikistan, Emomali Rahmon, instructed that the “New Tax Administration Development Program for 2026–2030” be adopted and implemented as soon as possible. To fulfill this instruction, the Tax Committee has begun preparing a draft of the new program, the main objectives of which are digital transformation, reduction of the shadow economy, and increased tax transparency.
