From 17th of September to 1 October with the technical support of the International Monetary Fund (IMF) and the World Bank the tax administration system of the Tax authorities of the Republic of Tajikistan was assessed in accordance with the Standards of the Tax Administration Diagnostic Assessment Tool (hereinafter – TADAT assessment).
It should be noted that the TADAT assessment was carried out within the framework of the implementation of the Medium-Term Revenue Strategy of the Republic of Tajikistan for 2024–2029, adopted by Resolution of the Government of the Republic of Tajikistan No. 594 dated December 30, 2023. Its purpose is to identify the strengths and weaknesses of tax administration, improve its efficiency, and enhance the transparency of the activities of tax authorities.
The TADAT assessment conducted with the participation of international experts under the leadership of Stoyan Markov, Advisor of the Fiscal Affairs Department of the International Monetary Fund.
During the TADAT assessment the IMF experts met with the Chairman of the Tax Committee, Mr. Nusratullo Muqim Davlatzoda, and provided him with brief information on the TADAT assessment.
Mr. Nusratullo Muqim noted that the activities of the tax authorities of the Republic of Tajikistan were previously assessed according to TADAT standards in 2019, which help to identify areas that need to be reformed and were improved. He expressed hope that the activities of the tax authorities will also be impartially assessed under the TADAT standards in 2025, which will allow the Tax Committee to address existing shortcomings and further improve tax administration.
From September 17 to 25 of this year, under the leadership of the First Deputy Chairman of the Tax Committee, Mr. Ayubjon Maruf Solehzoda, heads of departments of the head quarter of the Tax Committee, the Department for Large Taxpayers, and the Tax Department of Dushanbe presented international experts with detailed information and supporting documents on the 9 main areas of the TADAT assessment, including: the unified taxpayer database, tax risk management, facilitating voluntary compliance, timely submission of declarations and payment of taxes, accuracy of data in tax returns, resolution of tax disputes, revenue management, reporting and transparency.
In addition, IMF experts visited the Department for Large Taxpayers, the Tax Department of Dushanbe, Tax inspectorate of I. Somoni and Shohmansur districts, as well as the Tax Committee’s Contact Center, where they were acquainted with the structure, areas of activity, taxpayer service processes, procedures for conducting control measures, and with the modules of the Information Tax Management System.
It should be emphasized that during the TADAT assessment, IMF experts also held meetings with the leadership of the Ministry of Finance of the Republic of Tajikistan and the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan regarding the activities of tax authorities.
It is expected that the results of the TADAT assessment will be used in the preparation of the draft Tax Administration Development Program of the Republic of Tajikistan for 2026–2030 and will contribute to strengthening transparency, efficiency, and trust in the tax system of the Republic of Tajikistan.
