Today, under the chairmanship of the Chairman of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan, Fayzali Idizoda, the regular meeting of the third session of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan of the seventh convocation was held. At the session, in particular, the Protocol on Amendments to Articles 50 (a) and 56 of the Convention on International Civil Aviation was considered, on which the Director of the Civil Aviation Agency under the Government of the Republic of Tajikistan, Habibullo Nazarzoda, made a statement, noting, in particular:
“The Protocols on Amendments to Articles 50 (a) and 56 of the Convention on International Civil Aviation were signed on 6 October 2016 in the city of Montreal during the 39th Session of the Assembly of the International Civil Aviation Organization (ICAO) and submitted by the President of the Republic of Tajikistan to the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan for approval.
The main purpose of adopting these Protocols is to improve the governance structure of ICAO, increase the level of representation of Member States, and bring the activities of the Organization’s principal bodies in line with the rapid development of international civil aviation.
According to the proposed amendments to Article 50 (a), the number of members of the ICAO Council will be increased from 36 to 40 States.
The need to adopt these amendments is due to the fact that since the last revision of the composition of the Council in 1990, the number of States parties to the Chicago Convention has increased significantly and currently includes more than 190 States. Under such circumstances, maintaining an appropriate regional balance and ensuring broad participation of States in the decision-making process is of particular importance.
The increase in the composition of the Council is aimed at ensuring balanced representation of different regions of the world, including developing States and countries whose aviation sector is rapidly developing, which will contribute to increasing the transparency and efficiency of the activities of the ICAO Council.
According to the proposed amendments to Article 56, the number of members of the ICAO Air Navigation Commission will be increased from 19 to 21.
Given the rapid development of technologies and the increasing complexity of technical and legal relations in the field of international civil aviation, the involvement of a greater number of highly qualified specialists in the development and improvement of international Standards and Recommended Practices is considered extremely important.
The increase in the composition of the Air Navigation Commission will make it possible to make greater use of the experience and professional knowledge of experts from other States and further improve the quality of the development of international aviation standards.
In addition, broad participation of States in the activities of ICAO technical bodies provides them with an opportunity to actively participate in the development and improvement of international documents in this field.
The adoption of this Protocol is in the interests of the Republic of Tajikistan and will contribute to strengthening international cooperation in the field of civil aviation, increasing the level of participation of States in the activities of ICAO, and improving the international civil aviation safety system.”
At the end of the meeting, a relevant decision was adopted regarding this Protocol.
