DUSHANBE, 08/13/2024 /NIAT “Khovar”/. Thanks to the efforts and instructions of the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, respected Emomali Rahmon, sustainable development of the economic and social sphere is ensured. This was reported to NIAT “Khovar” by the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan.
In this process, along with global and regional trends, a favorable basis is created for the development of new innovation-oriented industries.
The regulations governing these areas are based on best practices and development prospects, including: the Law of the Republic of Tajikistan “On Innovation Activity”, the Law of the Republic of Tajikistan “On the Commercialization of the Results of Scientific and Scientific-Technical Activities”, the Law of the Republic of Tajikistan “ About the technology park", Strategy for the development of artificial intelligence in the Republic of Tajikistan for the period until 2040.
Each of the above legal acts creates a solid basis for the formation, promotion, and determination of the possibilities of existing and future innovation potential.
In order to continue industry reforms, the Decree of the Government of the Republic of Tajikistan “On issues of the Technological Park of software products and information technologies” dated July 31, 2024 No. 440 was adopted.
According to the Resolution, the Regulations on the Technological Park of software products and information technologies are approved, as well as the List of innovative and technological activities (22 items) to ensure further work process.
The list of innovative and technological activities was developed based on the requirements of Article 396 of the Tax Code as the basis for the development of innovative and digital industries.
When developing the List, the experience of neighboring countries, which have made great strides in the field of digitalization in recent years, was taken into account.
According to the Tax Code, innovative and technological activities are exempt from all types of taxes, except for personal income tax (12 percent) and social tax (20 percent).
Import of innovative technological equipment by subjects of innovative technological activity, used directly for their own needs, is exempt from paying value added tax.
To carry out activities in the Park, individuals and legal entities can contact its administration (limited liability company, which is created jointly with the Executive body of state power of the city of Dushanbe).
Based on the consideration of the business plan, a decision is made to grant them resident status.
The Park also creates conditions for the introduction of blockchain registry technology, which eliminates the mining of digital assets.
On the territory of the Park, service providers in the field of circulation of digital assets are created as a resident legal entity in the form of a commercial organization.
Digital assets are the digital expression of property, turnover that is carried out in the technology of a decentralized distribution information system or in similar technologies in accordance with the rules of authorized government bodies in the field of innovation and digital technologies.
In general, the activities of the Technological Park of Software Products and Information Technologies (IT-Park) create a favorable basis for the implementation of the goals set by the Government of the Republic of Tajikistan in the direction of introducing innovations and accelerated economic digitalization.
The Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan confidently stated that within the framework of regulatory legal acts, a unified state policy in the field of innovation, regulation of relationships and interaction between government bodies, the private sector and entrepreneurs will be ensured.
