On November 18, the President of the Republic of Tajikistan, the Leader of the Nation, dear Emomali Rahmon, met with leaders and activists of the Sughd region in Guliston. The Head of State, dear Emomali Rahmon, summed up the results of a working trip to the cities and districts of Istaravshan, Buston, Bobojon Gafurov and the preparation of residents of the region for the meeting of the Great National Holiday — the 35th anniversary of the state independence of the Republic of Tajikistan. It was emphasized that in honor of this historic event, construction and reconstruction of 12 thousand industrial and social facilities is planned in Sughd region, of which more than 8,200 have been built and commissioned to date. The President of the country, dear Emomali Rahmon, noted that in just 10 months of this year, 52 general education institutions and additional classes for 16 thousand students, 57 healthcare facilities and more than 2,300 kilometers of roads were built and repaired in the region. During this period, more than 55 thousand new jobs were created in the region. The regional authorities have pledged to ensure the correction of existing shortcomings in construction, accelerate the construction and reconstruction of planned facilities with high architectural art and take strict control over the quality of construction work. It was noted that 26 billion somoni were allocated from all sources of the state budget for the implementation of creative goals and plans during the years of state independence of the Sughd region, including more than 3.6 billion somoni in ten months of this year. It was emphasized that during the period of independence, 56 state investment projects worth more than 13 billion somoni were implemented in the education, health and transport sectors in the region, and 18 more projects are currently being implemented. The heads of the region, its cities and districts received instructions from the President of the country to take additional measures to increase the attraction of foreign investment. It was noted that the income tax plan in a number of cities and districts has not been implemented, due to this, 124 million somoni have not been received by the state budget. The leadership of the region, its cities and districts were instructed, together with the relevant structures, to take decisive measures to collect taxes and payments in a timely and complete manner and prevent an increase in the remaining tax arrears. Another instruction was given to the leadership of cities and districts regarding the early introduction of a non-cash payment system in all sectors. It was noted that in the agriculture of the region, agricultural products worth more than 18.8 billion somoni were produced in ten months of 2024. The executive bodies of the regional government, its cities and districts were instructed to take the necessary measures to ensure the prospects of sowing crops, especially early ones. The Head of State instructed the leadership of the region, cities and districts to also take effective measures to overcome existing problems, including reducing the production of poultry meat, eggs and ensuring sustainable development of the agricultural sector. During the analysis of the state of the industrial sector, it was emphasized that in the ten months of this year, the share of Sughd region in the total volume of industrial production of the country amounted to more than 56 percent. During this period, 136 new industrial enterprises were created in the region, which is 101 less than in the same period last year. In this regard, the leadership of the region, its cities and districts, together with other relevant ministries and departments, were instructed to take additional measures to develop the processing industries, especially light, food, machine-building, production of building materials and medicines. The Head of State, dear Emomali Rahmon, noted that currently the implementation of 4 state investment projects to prevent electricity losses in the amount of 69 million somoni is continuing in the territory of Sughd region. Ministries and departments of the sphere, executive bodies of state power of the region, its cities and districts were instructed to take measures to effectively use the allocated funds and prevent electricity losses. During the analysis of the situation in the social spheres, the President of the country, dear Emomali Rahmon, instructed the leadership of the region, its cities and districts, the Ministry of Education and Science to take concrete measures to reconstruct and repair institutions in disrepair, eliminate the shortage of personnel in the industry and timely eliminate other existing shortcomings. The Head of State also gave specific instructions to those responsible for improving the condition of medical institutions, providing them with modern equipment and technologies and improving the quality of medical care. Due to the state of cultural institutions, the leadership of the region, its cities and districts were instructed to take the necessary measures to repair cultural institutions in need of repair and emergency. In this regard, in particular, it was emphasized that every city and district should have a music school. It was also instructed to repair all damaged cultural institutions by Nowruz 2025. The President of the country, dear Emomali Rahmon, in connection with the unstable and unpredictable situation in the world, demanded that leaders and responsible persons step up creative actions in these conditions, pay special attention to creating new jobs, attracting domestic and foreign investments, and making effective use of available opportunities and resources. After the speech of the Head of State, dear Emomali Rahmon, Chairman of the Sughd region Rajabboy Ahmadzoda and heads of cities and districts of the region reported to the Head of State on the results of the socio-economic development of the region and preparations for the national holiday - the 35th anniversary of the state independence of the Republic of Tajikistan. At the same time, the leader of the nation, dear Emomali Rahmon, expressed gratitude to all the entrepreneurs of Sughd region who play a significant role in creative and landscaping works, and expressed hope that the proud people of Sughd region and our entire beloved country will celebrate the 35th anniversary of the state independence of the Republic of Tajikistan with worthy achievements.
