Dear colleagues!
Today, the glorious people of Tajikistan are on the eve of a sacred national and state holiday - the 30th anniversary of the adoption of the country's Constitution, and on this occasion I sincerely congratulate all of you. This historical date is indeed a source of pride for every patriot and self-aware person for independence from sovereignty and the existence of a legal country. Because it is the Constitution of the Republic of Tajikistan that proclaims the sovereignty, independence, territorial integrity of Tajikistan, the indivisibility and inviolability of its borders, which recognize the Tajik people in the international arena as an integral part of the world community. The Constitution is also an important legal act that defines the foundations of the structure of the state, the rule of law and the rule of law of any country. We all know very well that the Constitution of the Republic of Tajikistan, adopted on November 6, 1994 by a national referendum, expresses the will of citizens and healthy public relations, it clearly reflects all aspects of the multi-thousand-year statehood of the Tajik people. The referendum on the adoption of the Constitution was held in 64 electoral districts, 2 million 685 thousand 724 voters, 2 million 535 thousand 437 people took part in it, and the Constitution of the Republic of Tajikistan was adopted by 2 million 352 thousand 554 people, that is, 87.59% of the votes. That is, the adoption of the Constitution of Tajikistan in that historical and sensitive period was the true will of our people on the path of patriotism and building a healthy and legal society. Subsequently, in order to preserve peace and stability in the country, strengthen the foundations of statehood and the process of democratization of society, the Constitution of the Republic of Tajikistan was amended and supplemented three times – on September 26, 1999, June 22, 2003 and May 22, 2016, which were unanimously supported by all the people of Tajikistan in subsequent referendums. Dear colleagues! Speaking about the Constitution of the Republic of Tajikistan – the bliss of the selfless Tajik nation, we must use the unique services of the Founder of Peace and national unity – the Leader of the Nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon. We all know very well that the Constitution of the Republic of Tajikistan is now recognized as one of the most comprehensive and best basic laws in the world. And this fateful document was given to the glorious Tajik people precisely thanks to the eternal wisdom of the great leader of the nation. The thousand-year-old dream of statehood and statehood of the Tajiks was realized by the great leader of the nation after the collapse of the Soviet state, after the fateful 16th session of the Supreme Council, all the foundations of civilized statehood were developed and laid, one of which is the Constitution. Dear friends! The first article of the Constitution of the Republic of Tajikistan reads: "The Republic of Tajikistan is a sovereign, democratic, legal, secular and unified State." This phrase is indeed the passport of our nation, and it is this right to be a democratic and secular camp that has led to the fact that today our country, step by step and periodically on the path of development and development, achieves achievements worthy of every glance. It should not be forgotten that respect and observance of the law and, in particular, constitutional provisions is an important imperative for everyone, regardless of position and social status. In accordance with article 42 of the Constitution, every person living on the territory of Tajikistan must comply with the Constitution and other laws, respect the rights, freedoms, and dignity of others. Dear colleagues! I am sure that the celebration of the 30th anniversary of the Constitution of the Republic of Tajikistan will strengthen our love for the Motherland and the land and our responsibility for observing the basic law and the current laws of the country, as well as increase our efforts to improve dear Tajikistan and loyalty to the Supreme Leader of the nation.
