Activity of the State Committee on Investments and State Property Management of the Republic of Tajikistan in the first half of 2024 was aimed at implementation of instructions of the the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon decisions and orders of the Government of the Republic of Tajikistan, instructions of the Executive Office of the President of the Republic of Tajikistan and normative and legal acts in the direction of strengthening investments, entrepreneurship and state property.
Foreign investments
In the first half of 2024, the inflow of foreign investments in the Republic amounted to 1,95 billion dollars, an increase of 45.9% compared to the same period last year.
During this period, in order to attract foreign direct investment, 3 new investment agreements totaling 2 billion 16 million US dollars were signed for the construction of production facilities, as well as 8 more investment agreements totaling 505 million US dollars are under consideration.
Also, to expand investment cooperation, intergovernmental agreements on mutual promotion and protection of investments were signed with the Republic of Turkey and the People's Republic of China.
As well, in order to present the country's investment opportunities, a number of forums were held with the states of Qatar, Italy, Uzbekistan, Turkey, Azerbaijan, China, the United States of America and Saudi Arabia.
State investments
In the reporting period, the totality of state investment projects operating in the Republic of Tajikistan consists of 88 titles (53 grant projects, 5 loan projects and 30 projects with co-financing of loans and grants), the total amount of which is 49.6. billion TJS (4.65 billion USD).
Within the complex of active projects, grant funds amount to 33.6 billion TJS (3.15 billion USD) or 68 %, credit funds 14.5 billion TJS (1.36 billion USD) or 29 %, the contribution of the Government of the Republic of Tajikistan - 1.4 billion TJS (134.5 million USD) or 2.8% and other sources, including the contribution of state enterprises of the republic, local executive bodies of state power, (beneficiaries) and others. 83.1 million TJS (7.8 million dollars) or 0.2%.
Within the framework of the current state investment projects, funds amounting to 26.5 billion TJS (2.49 billion USD) have been utilized since the beginning of implementation.
Entrepreneurship
In given period, a number of works were implemented to support entrepreneurship, promote the permit system and monitor inspections.
As of July 1, 2024, 358,600 entities operate in the country within the "single window" system, which is 13,244 or 3.8% more than in the same period.
During the reporting period, more than 10,6 billion TJS as loans were allocated by financial institutions.
The State Committee on Investment and State Property Management implements practical measures to improve the economic and legal knowledge of entrepreneurs and to introduce modern methods of doing business.
In this context, by the State Institution "Business Incubator of Tajikistan" and its branches in the cities of Khujand, Bokhtar, Khorog, Kulyab and Rasht district conducted more than 150 training and outreach activities with a wide range of private sector representatives.
State property
In the first half of 2024, in order to effectively use and regulate state property, in accordance with the requirements of legislation and relevant decisions of the Committee, 10261 objects of state property totaling 55.5 million somoni were transferred from the balance sheet of one body to the balance sheet of another body, enterprise and organization.
Also, during this period, 12 normative legal acts were developed to regulate issues of state property management, 5 of which were adopted by relevant decisions of the Government of the Republic of Tajikistan, and the rest are under consideration by ministries and departments.
