The Organisation for Economic Co-operation and Development (OECD), based on trade facilitation indicators which are also used as a tool for assessing the implementation of export development measures, in its 2025 edition recognized Tajikistan as one of the three leading reformer countries in the Europe and Central Asia region for the period 2022–2024, taking into account the implementation of specific measures to improve the enabling trade environment.
The OECD assessed Tajikistan’s inclusion among the three leading reformer countries in the Europe and Central Asia region in terms of improving the enabling trade environment, considering the implementation by the Republic of Tajikistan of measures aimed at expanding digital transparency, reducing paper-based barriers in trade procedures, increasing connectivity to regional infrastructure, as well as ensuring compliance with and resilience to global standards.
In particular, in the area of digital transparency, the OECD noted significant and effective progress in improving the content of the Tajikistan Trade Portal compared to 2022, emphasizing the important role of this portal for exporters in accessing and complying with legal and regulatory requirements.
According to OECD analysis, the average reduction of paper-based barriers in trade procedures in Europe and Central Asia during the period 2022–2024 amounted to 3.1 percent, whereas Tajikistan’s performance in this indicator was assessed at more than 12 percent, representing a significant achievement in eliminating cross-border barriers and excessive administrative procedures.
The OECD also highlighted the country’s implementation of Category “C” measures under the WTO Trade Facilitation Agreement (reforms requiring technical assistance with a roadmap extending to 2040), aimed at reducing discrepancies between legislation and its practical implementation, thereby enhancing regulatory alignment and resilience to international standards.
On this matter, the Minister of Economic Development and Trade of the Republic of Tajikistan, Abdurahmonzoda Abdurahmon Safarali, stated that thanks to the wise policy of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, in recent years the country’s foreign trade turnover has expanded to 128 countries worldwide, and Tajikistan’s reforms in creating a favorable trade environment have been highly recognized by reputable international organizations, including the OECD.
