Volunteer Cleanup Day of the Committee Staff at the Rescue Training Center
On May 22, 2025, with the participation of the Chairman of the Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan, Colonel-General Rajabali Rahmonali, a collective volunteer cleanup was held at the Rescue Training Center located in the village of Karatogh, Shahrinav district, involving personnel from the Dushanbe garrison.
It should be noted that based on the approval of the President of the Republic of Tajikistan, with the aim of preparing rescuers, enhancing their professional skills and qualifications, as well as studying advanced global experience in the prevention, avoidance, and elimination of emergencies, and providing assistance to populations at risk, construction of the Rescue Training Center under the Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan has begun in the Karatogh area of Shahrinav district, funded by external sources.
The Committee continues construction of the center on a 21.7-hectare land plot transferred to the Committee’s balance, located 47 kilometers from the city of Dushanbe.
Currently, there is no similar training center in Central Asian countries for preparing rescuers to respond to natural disaster consequences, enhancing qualifications, and retraining. The center will promote the improvement of professional training for rescuers, organizing regular rescue drills, training new specialists and rescue service personnel, as well as specialists from partner countries of Central Asia for joint operations.
At the center, rescuers will be trained in responding to natural emergencies — earthquakes, avalanches, landslides, rockfalls, mountaineering, as well as conducting surface and underwater rescue operations. To enhance qualifications, national and international exercises will be organized. Training will also be provided for volunteer rescue teams from cities and districts of Tajikistan.
Construction of the first phase of the National Training Center is being carried out within the framework of the project “Strengthening the resilience of Tajikistan’s southern border with Afghanistan” through the OSCE office in Dushanbe, with financial support from the European Union. The first phase included the construction of a dormitory for 120 people, a canteen for 80 people, a checkpoint, installation of water supply, electricity, heating systems, as well as repair and restoration of the Center’s perimeter fencing. The International Civil Defense Organization installed three training simulators. At the expense of the budget in 2024, repairs are being made to the medical point, auxiliary rooms, and the roof of the administrative-training building.
Currently, with support from the World Bank Representation, construction of the “Diving Training Center” and “Canine Center” continues.
To fully organize the training process and prepare rescuers, it is necessary to complete construction of the following facilities:
a) administrative-training building;
b) conference hall;
c) command and control post for monitoring field exercises;
d) sports ground with markings.
For the continuation of the next construction phases, the Committee needs to take measures to attract additional funds in cooperation with international development partners.
