On April 27–28, 2026, the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan hosted a seminar titled “Cyber Defense Operations: Synchronizing SOC and CERT Activities.”
The event brought together information security specialists from the Agency, as well as representatives of various ministries and government institutions. During the seminar, participants explored modern approaches to Security Operations Center (SOC) management, including operating models, architecture, service processes, and cybersecurity technologies. Discussions also covered advanced threat detection methods and the initial analysis of cybersecurity incidents.
The seminar program also focused on the role of CERT teams and the incident response lifecycle, including the principles of the “golden hour,” team structures, containment procedures, and recovery processes. Special attention was given to practical scenario-based exercises using EDR solutions and playbooks, including MITRE ATT&CK mapping, ransomware detection, threat hunting, and the integration of Cyber Threat Intelligence (CTI) with vulnerability management systems.
At the conclusion of the event, participants emphasized the importance of continuing to strengthen national cybersecurity capabilities. Seminar attendees were also awarded certificates of completion.
