The Agency of Innovation and Digital Technologies under the President of the Republic of Tajikistan is the authorized state body in the field of innovation and digital technologies. The Agency ensures the development and implementation of e-Government, digitalization of public services, introduction and development of electronic document management, use of electronic signatures, development of e-commerce, regulation of artificial intelligence, as well as improvement of technological processes and other related areas.
The process of digital transformation of various economic and social sectors is being implemented in accordance with the priorities set by the Government of the Republic of Tajikistan. This process is carried out within reform measures aimed at ensuring transparency, increasing efficiency, and improving the quality of public services.
With the involvement of domestic software developers, a Unified Electronic Document Management System has been developed based on regional best practices. The system is currently operating in more than 850 government authorities and their subordinate institutions, ensuring paperless exchange of official correspondence.
To ensure authenticity and security of communication, electronic signatures stored on internal servers have been provided to more than 14,500 users.
The second phase of the project has been launched in local executive authorities at regional, city, and district levels, and its implementation is ongoing.
Based on the Decree of the President of the Republic of Tajikistan, the Unified Portal of Public Services (ekhizmat.tj) has been introduced to ensure transparency and efficiency in the delivery of public services and to support the development of e-Government.
Currently, 83 public services are available through the portal. These include, among others, powers of attorney for vehicle management with and without ownership rights, certificates of criminal record, permits for the use of vehicles with tinted windows, registration of wedding ceremonies, registration of individual entrepreneurs, issuance of electronic signatures, permits to start construction works, state birth registration, issuance of conclusions for obtaining excise stamps, and vehicle tax payments. These services are available digitally without requiring citizens to visit government offices.
Public services are gradually being converted into digital format and delivered through a unified registry via the portal. This process will be fully implemented within the Five-Year Program for the Development of the Digital Economy and Innovation.
In addition, to improve accessibility and public outreach, the Public Services Center in Dushanbe has started its operations. Since its launch (December 2025 – January 2026), 10,153 citizens have applied to the Center, completed the identification process, and 1,100 citizens have received required services electronically.
To strengthen coordination between government agencies, ensure secure and timely data exchange, and increase management efficiency, the Interagency Information Integration System “Smart Bridge” has been launched.
At the same time, the Unified Government Internet Portal (ehukumat.tj) has been developed and introduced as a centralized national information and communication infrastructure. Within this platform, websites of more than 80 government authorities and organizations have been integrated.
Under the Agency, the State Institution “Data Protection Center” has been established. Its activities are focused on strengthening cybersecurity and protecting information within government systems and data processing centers. The Center ensures comprehensive monitoring of data collection, processing, use, and distribution processes, as well as implementation of software protection mechanisms, excluding state secret information. This initiative contributes to improving reliability, transparency, and sustainability of information systems.
To create a favorable environment for supporting and developing information technology companies, an IT Park has been established in Dushanbe. Currently, 65 resident companies are registered and benefit from tax and customs incentives.
To promote the sector’s potential at the international level, several international events and forums have been held abroad. In particular, sectoral forums were organized in the United States and Japan, where the capabilities of Tajikistan’s IT companies were presented.
Furthermore, to strengthen international cooperation, introduce advanced practices, and improve human resource capacity, the Agency has signed 13 cooperation agreements with China, Russia, Kazakhstan, Iran, Mongolia, Uzbekistan, the United States, and Japan.
To enhance workforce capacity, by the decision of the Government of the Republic of Tajikistan, the State Educational Institution “University of Innovation and Digital Technologies of Tajikistan” has been established, and specialized mathematics and technical lyceums are being launched under its framework.
It should be noted that since the establishment of the Agency, five laws, thirty Government resolutions, and four Presidential decrees have been adopted to strengthen the legal framework and improve the efficiency of the sector.
To ensure a full transition to digital systems, improve process efficiency, and coordinate government activities in digital transformation, joint action plans have been signed with 50 ministries and agencies.
To digitalize customs checkpoint processes, a national electronic system has been developed. Relevant equipment has been installed and is currently operational at five customs checkpoints.
Additionally, smart cameras have been installed at 29 other customs checkpoints, significantly improving operational efficiency.
The digitalization of the social insurance and pension sector has been fully completed. A specialized program has been developed to centralize the registry of pension recipients.
Within this process, the identification phase of pension recipients through a digital facial recognition system is currently in its final stage across all regions of the country.
The Agency of Innovation and Digital Technologies under the President of the Republic of Tajikistan will continue to implement effective measures within its mandate to achieve national goals in the field of innovation and digital technologies.
