On August 4, 2025, a press conference of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan was held at IT PARK Dushanbe.
It was announced that the Agency of Innovation and Digital Technologies under the President of the Republic of Tajikistan was established with the aim of strengthening the institutional foundations of the digital economy, developing information and communication infrastructure throughout the entire territory of the country, digitizing sectors of the national economy, and expanding the implementation of the "e-Government" initiative.
As part of this process, to accelerate the transition from traditional to digital practices, the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, H.E. Emomali Rahmon declared 2025–2030 the “Years of Digital Economy and Innovation.”
The regulatory framework is being developed, updated, and improved by a competent working group, taking into account the specification of sectoral documents, in accordance with the Presidential Decree of the Republic of Tajikistan dated April 27, 2024.
As of today, three Presidential Decrees, two Laws, and twenty-seven Resolutions of the Government of the Republic of Tajikistan related to the activities of the Agency have been adopted in this area.
With the adoption of the procedure for submitting proposals for the introduction of a special regulatory regime in the field of innovation and digital technologies, the criteria for selecting pilot projects based on their relevance to economic and social sectors were defined.
It is worth noting that within the framework of public service digitalization, modern systems of identity verification, electronic signature, and digital payments are being implemented.
Currently, with the aim of delivering public services digitally, an inter-agency information integration system has been developed, based on which the Agency implemented the unified public services portal — “khizmat.ehukumat.tj”.
The Agency of Innovation and Digital Technologies is setting up a Public Services Center to implement public services, for which renovation and construction works have been completed.
It is important to mention that at the initial stage, 20 types of public services will be launched directly online. At the same time, it is planned that by the end of the reporting year this number will increase to over 50.
Public services provided by authorities, government organizations, as well as individuals and legal entities in the country will henceforth be delivered through the unified public services portal.
As part of this process, with the involvement of domestic software developers and taking into account the experience of countries in the region, a unified electronic documents management system has been implemented. It ensures full integration and the implementation of electronic documents circulation at both central and local levels of government.
During the reporting period, the system was installed in a total of 100 government bodies, of which 60 have fully operationalized their activities according to the requirements of this system.
The unified state internet portal — “ehukumat.tj” — has been designated as the unified information and communication network infrastructure for providing access to information and its dissemination, with websites of 45 government bodies connected to it.
At the same time, to modernize digital processes, the interagency information integration system “Smart Bridge” has been implemented.
Through this system, service-providing authorities are connected to “Smart Bridge”, and during their operations, data is transferred either directly or by replication from the relevant databases of these authorities to the databases supporting the service delivery process.
At present, 9 ministries and government agencies have been connected to the system, including the Ministries of Internal Affairs, Justice, Transport, and Health, as well as the Tax Committee, Customs Service, Agency for Social Protection and Pensions, the National Bank, and the Road Inspection Directorate.
To implement the "Digital Vision" technology, cooperation has been established with the Customs Service. At the initial stage, the installation of LiDAR-based video recording systems is planned at 56 customs checkpoints and 14 customs facilities.
During the reporting period, the Digital Pension System was implemented by the Agency of Innovation and Digital Technologies in cooperation with the Agency of Social Insurance and Pension. This system enables integration with other ministries and agencies to ensure the automatic assignment of pensions and to prevent cases of pension payments outside of their intended purpose. Currently, the system has been fully implemented in 68 cities and districts across the country.
In accordance with established procedures, a State Institution "Data Protection" has been established under the Agency. It operates in the field of ensuring cybersecurity of information systems and data processing centers, and monitors the processes of collection, processing, use, dissemination, and software-based protection of data (excluding data containing state secrets) within these systems.
During the reporting period, the State Educational Institution “Tajik University of Innovation and Digital Technologies” was established on the basis of the Institute of Innovation Management and Technology in the city of Kulob. It is expected that, alongside other educational institutions, the University will contribute to the training of highly qualified specialists in the field.
To enhance the sector’s human resource capacity, representatives of the Agency regularly hold meetings and discussions with students and young researchers in relevant higher and vocational educational institutions. Notably, such engagements take place at the Dushanbe branch of the Singapore Institute of Management Development (MDIS), which has launched a faculty dedicated to cybersecurity.
To foster innovation capacity, expand cooperation with investors, and strengthen scientific collaboration, the Agency participates — in accordance with established procedures — in various international and regional events, and regularly holds productive meetings with representatives of the diplomatic corps, international organizations, and other development partners.
It is noteworthy that one of Tajikistan’s key international achievements in the field of innovation and digital technologies is the adoption of a UN Resolution on Artificial Intelligence for achieving the Sustainable Development Goals in Central Asia.
This resolution was initiated by the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, H.E. Emomali Rahmon, and presented at the UN General Assembly in September 2024.
Furthermore, during the reporting period, as a result of cooperation with several countries — including the People's Republic of China, the Russian Federation, the Republic of Kazakhstan, the Islamic Republic of Iran, and Mongolia — six cooperation agreements in the field of innovation and digital technologies were signed.
It should be emphasized that the Agency has been designated as the authorized state body for overseeing the activities of the Technology Park.
With the intention of developing the IT sector and supporting digital entrepreneurship, on April 7, 2025, the first official IT Park — LLC “Technology Park of Software Products and Information Technologies in the City of Dushanbe” — was officially launched.
This IT Park enables startups and IT companies to remain competitive in the modern digital environment and to bring their innovative digital products to a broader market.
During the reporting period, 26 domestic companies were granted resident status in the IT Park, and according to the plan, this number is expected to reach 100 by the end of the calendar year.
In accordance with national legislation, IT Park residents enjoy special tax and customs incentives.
The Agency of Innovation and Digital Technologies under the President of the Republic of Tajikistan is taking effective measures within its mandate to achieve its strategic objectives in the areas of innovation and digital technology.
