Kazakhstan's experience in digital economy, e-government and cashless payments will be used by Tajikistan
Within the framework of the state visit of the President of the Republic of Kazakhstan Kosim-Jomart Tokayev to the Republic of Tajikistan, 16 new cooperation documents were signed, including the Memorandum of Understanding on Cooperation between the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan and the Ministry of Digital Development, Innovation and Space Industry of the Republic of Kazakhstan, which is one of the important factors in strengthening economic cooperation and friendly relations between the two countries.
The signing of this document will create a favorable basis for the development of electronic government and digital economy in Tajikistan. After all, the Republic of Kazakhstan today ranks eighth in the world in terms of services provided online, tenth in the implementation of e-government and third in information security, which indicates the high level of development of digital technologies in this country.
It is thanks to the practical introduction of e-government for several years in Kazakhstan that services such as documentation for the purchase and re-registration of property, including the purchase and sale of real estate, transportation, education and health systems, obtaining licenses for individuals and legal entities, paying taxes, registering a civil status act, obtaining a mortgage and other necessary documents, are processed in digital form.
In the Republic of Tajikistan, on the initiative and with the support of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, in order to strengthen the structural foundations of the digital economy, develop the infrastructure and expand the process of introducing "electronic government", regulate the process of non-cash payments and other issues related to the direction of innovations and digital technologies, the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan was established.
The Agency effectively functions as an authorized state body in the field of innovation, management and regulation of the process of introducing "electronic government", provision of public services in digital form, circulation of electronic documents, electronic signature, electronic commerce, regulation of artificial intelligence, improvement of technological processes and other issues related to the industry.
In order to further improve the regulatory legal, scientific and technical base and develop innovations, Tajikistan is studying the experience of the countries of the region and other states. In this direction, several strategic and program documents on the development of artificial intelligence and scientific-innovative development have already been adopted and are in force. In particular, in accordance with the National Development Strategy of the Republic of Tajikistan for the period until 2030, it is envisaged to ensure further progress on the basis of the transition from the industrial scenario to the industrial-innovative one.
The country is currently implementing the necessary measures to achieve the fourth strategic goal - accelerated industrialization. In particular, in order to achieve the fourth strategic goal, the Strategy for the development of artificial intelligence in the Republic of Tajikistan for the period up to 2040 was adopted. The strategy prioritizes institutional reform, digital technology development, programming and the use of logarithms in decision-making, management and administration and service delivery.
It is assumed that artificial intelligence technologies will be applied in various social and economic sectors of the Republic of Tajikistan. Using existing opportunities and eliminating future shortcomings will allow the gradual introduction of artificial intelligence technologies in various fields and become one of the main means of ensuring sustainable economic development and technological progress in the country.
It is commendable that the Kazakh side, as a strategic partner of the Republic of Tajikistan, has decided to transfer its rich experience in the field of digital economy, electronic government and non-cash payments to Tajik specialists in the field of electronic government by organizing classes and training courses in Tajikistan and in Kazakhstan.
The signing of the Memorandum of Understanding on Cooperation between the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan and the Ministry of Digital Development, Innovation and Space Industry of the Republic of Kazakhstan is already a steady step in this direction.
