Contract No. and Title: GDS-4 / Procurement of hose irrigation system and equipment: (Lot-1 Procurement of tools and farm equipment for mardikor groups and Lot-2 Procurement of (i) Hose and simple irrigation systems for Homestead Areas, and (ii) Gated pipes for farms)

1. The Republic of Tajikistan has received financing from the Asian Development Bank (ADB) toward the cost of Climate- and Disaster-Resilient Irrigation and Drainage Modernization in the Vakhsh River Basin Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Agency for Land Reclamation and Irrigation (ALRI) (“the Purchaser”) invites sealed bids from eligible Bidders for GDS-4 / Procurement of hose irrigation system and equipment: (Lot-1 Procurement of tools and farm equipment for mardikor groups and Lot-2 Procurement of (i) Hose and simple irrigation systems for Homestead Areas, and (ii) Gated pipes for farms). 3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure Without Prequalification, without Merit Point Criteria (MPC) procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

a) Historical Financial Performance

Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

c) Average Annual Turnover

Minimum average annual turnover

Lot-1: USD 212,400.00

Lot-2: USD 842,520.00

calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.

Minimum average annual turnover of Bids for multiple Lots shall be the aggregate sum of the turnover for individual Lots (Lot 1 and Lot 2) calculated as total payments received by the Bidder for contracts completed or under execution over the last (3) years.

d) Contractual Experience

Successful completion as main supplier within the last three (3) years, of at least two (2) contracts each valued at

Lot-1: USD 84,960.00

Lot-2: USD 337,008.00

with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

Minimum value for contracts of Bids for multiple Lots shall be the aggregate sum of the individual Lots (Lot 1 and Lot 2) with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply)
