At the beginning, the Chairman of the Supreme Court, Shermuhammad Shahien, briefed media representatives on the results of the activities of the judiciary in 2023 and the tasks for the first half of 2024. It was noted that in accordance with the provisions of the Constitution and laws, the functions of the judiciary are to protect human and civil rights and freedoms, the interests of the State, organizations and institutions, ensuring legality and justice in society, and certain work has been carried out in this direction. According to statistics, in 2023, the courts considered a total of 137,950 civil, family, criminal, administrative cases, petitions from preliminary investigation bodies, proposals from correctional institutions and executive services, which is 1,965 units more than in 2022. Of the total number of cases considered, 13085 are civil, 45442 are family, 11347 are criminal, 45449 are administrative offenses, 7895 are requests from preliminary investigation bodies and 7191 are proposals from relevant structures and bodies.As you know, in order to protect the social interests of the country's population, help reduce poverty and prevent overspending that seriously harm the economic interests and moral climate of citizens' lives, the law "On Streamlining Traditions, celebrations and rituals in the Republic of Tajikistan" was adopted. Over the past year, the judicial authorities have considered a total of 826 cases of administrative offenses for violating the requirements of this Law, 818 people were fined a total of 4689,502 somoni. The courts of the Republic have also done a lot of work on the implementation of the law "on parental responsibility for the education and upbringing of children", the main purpose of which is to strengthen the responsibility of parents for the education and upbringing of children in the spirit of humanism, patriotic pride, respect for national, universal and cultural values, as well as the protection of the rights and interests of the child. In particular, in 2023, the courts considered a total of 14,187 cases against violators of this Law, as a result of which 5,452 people were punished with a warning and 8,744 people were fined a total of 1,803,942 somoni. In order to draw the attention of state bodies, public organizations and officials to cases of violation of the law and circumstances that contributed to the commission of illegal actions, the courts issued a total of 26,330 private appointments and transferred them to the relevant authorities to take measures to eliminate the shortcomings that led to the commission of offenses, which is 1 more than in 2022 699.Last year, the courts recovered in favor of the state in general in all cases the amounts of state duty, fine, confiscation of property, damage caused to the state in the total amount of 214076512 somoni and transferred them to the republican budget. To implement this program, the courts have strengthened explanatory work on the norms of current legislation, conducted a number of mobile trials involving a larger number of citizens, brought to the attention of the population of the country the essence of the adopted judicial acts and ways to prevent illegal actions. In particular, in order to use the mobile litigation platform to promote the rule of law and prevent crime, the courts considered a total of 22,725 cases in mobile trials involving a larger number of the population.At the same time, the judges held meetings and conversations with the population, students and students of a number of jamoats and villages, secondary and higher educational institutions, explained the content of the national laws "On the regulation of traditions, celebrations and rituals in the Republic of Tajikistan" and "on the responsibility of parents for the education and upbringing of children", as well as the responsibility for non-compliance these laws. In addition, judges and staff of the courts for the eradication of illegal actions of students, students and military personnel took part in 11389 events held in higher educational institutions, organizations and departments, educational institutions and military units, told them about their responsibility to persons committing criminal and other offenses, and called on them to comply with laws and public order.
