Anvar Yaqubi was born on 27 April 1966 in Khujand, Republic of Tajikistan. He is Tajik by nationality and has a higher education.
In 1990, he graduated from the Khujand branch of the Tajik Polytechnic Institute with a degree in Engineering Technology.
He began his professional career in 1990 as an Assistant at the Department of Technology and Textile Industry of the Khujand branch of the Tajik Polytechnic Institute. In subsequent years, he held various positions, including Leading Specialist for Foreign Economic Relations of the Regional Executive Committee; Head of the Department for Relations with Foreign Countries of the Association of Foreign Economic Relations; Director General of the Association of Foreign Economic Relations; Head of the Organizational and Foreign Economic Relations Department of the Executive Body of State Authority of the Region; First Deputy Chairman of the Committee for Economy and Trade of the Executive Body of State Authority of the Region; Head of the Economic Reforms Department of the Office of the Chairman of the Region; Head of the State Directorate for Investment and State Property Management of the Sughd Region; and Head of the Administration of the Sughd Free Economic Zone.
On 31 December 2013, he was appointed Deputy Chairman of the Sughd Region.
