The facility was built as part of preparations for the grand national celebration — the 35th anniversary of State Independence — and in line with the Development Strategy of the Republic of Tajikistan until 2030. It was initiated by the successful entrepreneur Gulanor Odilbekova .
The building is located in the center of Khorog, constructed in compliance with modern urban planning and architectural standards, covering a total area of 280 square meters , and consists of five stories and a basement .
The President was informed that:
The first floor houses the Regional Children’s Library ,
The second floor — the City Library named after Hafez Sherozi ,
The upper floors — the Artificial Intelligence Development Center .
Both libraries are equipped with reading halls , book storage rooms , event halls for scientific and literary gatherings, an electronic library with access to more than 5,000 titles, and all necessary technical and auxiliary equipment .
A special section of the Regional Children’s Library includes dedicated areas for national competitions , such as “Wisdom of the Radiant Dawn – Book” , where relevant literature is stored for reading enthusiasts.
The Leader of the Nation, His Excellency Emomali Rahmon, praised the initiative of the entrepreneur and called the creation of such an intellectual and educational facility a worthy example to follow .
The construction and equipping of these libraries, along with the launch of the Artificial Intelligence Development Center in downtown Khorog, were recognized by the President as a solid step toward embracing modern science and knowledge .
It is noteworthy that until now, the staff of both the Regional Children’s Library and the City Library named after Hafez Sherozi had faced challenges due to lack of facilities and limited access to essential literature . Now, thanks to the attention and guidance of the Head of State, the necessary infrastructure in this field has been established .
During the presentation of the Artificial Intelligence Development Center’s operations, it was noted that the center functions in line with modern demands, employing qualified instructors proficient in foreign languages and up-to-date scientific disciplines.
This initiative is being implemented under the Artificial Intelligence Development Strategy of the Republic of Tajikistan until 2040 , which outlines the country’s confident steps in this direction.
The President emphasized that AI development in the modern era is an essential and effective element of digital economic progress , noting that successful activity in this field serves the national interest.
For this reason, the period 2025–2030 has been declared the " Years of Digital Economy and Innovation Development ," with AI development and its integration into the economy and public administration being key priorities.
While reviewing the completed works, the Head of State gave high marks to the achievements and issued specific instructions and recommendations to improve the quality of operations and to educate the younger generation in the spirit of modern scientific knowledge.
