CORRUPTION IS AN OBSTACLE TO THE DEVELOPMENT OF THE STATE AND SOCIETY
Nowadays, along with other adverse actions such as terrorism, extremism and drug trafficking, there is also another problem such as corruption or corruption itself. Corruption and other actions of a corrupt nature create obstacles to the development of the economy and the well-being of the people, the exercise of human and civil rights and freedoms, stability and tranquility of any country, create a huge risk, that is, people's distrust of state bodies. It should be noted that corruption in modern conditions has turned from an internal problem into an international one. These undesirable phenomena are one of the problems of modern times and hinder the growth and development of States. This act, as an undesirable phenomenon, alarmed the world community. In this regard, in order to prevent and reduce the flow of bribery, the United Nations General Assembly developed the UN Convention against Corruption, which the Republic of Tajikistan was one of the first to sign under this document and approved by the Majlisi Namoyandagon Majlisi Oli of the country. Corruption is currently a social phenomenon that does not have a uniform understanding and interpretation in the public consciousness. Today, the attitude of citizens towards corruption is different: it is associated with bribery, abuse of office, pornography, predation, extortion, flattery, etc. However, despite the abundance of different understandings and views on corruption, most people are of the opinion that this practice, as an undesirable phenomenon, undermines the foundations of society and threatens the development of society. Therefore, it became necessary for the world community to take concrete legal measures against this undesirable phenomenon. Corruption as a dangerous phenomenon of society on a global scale is recognized as one of the most threatening elements to national security and undermining the sustainable social development of the state, it hinders the progress of the economy, weakens the building of a democratic society, negatively affects the development of democracy, the achievement of political and economic goals. With this in mind, since the first days of Independence of the Republic of Tajikistan, all law enforcement agencies and personally the founder of peace and national unity, the Leader of the Nation, the President of the Republic of Tajikistan, dear Emomali Rahmon, have paid special attention to the elimination of such an undesirable phenomenon and the fight against it. In this process, the systematic adoption of other national documents, such as the "Anti-corruption Strategy in the Republic of Tajikistan for 2008-2012" dated January 26, 2008, No. 34; "Anti-corruption Strategy in the Republic of Tajikistan for 2013-2020" dated August 30, 2013, No. 1504 and "State anti-corruption Strategy in the Republic of Tajikistan for the period up to 2030" dated August 3, 2021, No. 222 laid the real and legal basis for a ruthless fight and reduction of the level of corruption in our beloved country. On the basis of the anti-corruption strategy and other normative acts in the Republic of Tajikistan, departmental anti-corruption programs have been developed and implemented in all ministries, departments and local executive bodies of State power, taking into account the scope of their activities. They provide and implement measures to prevent cases of abuse of office, theft of State property, bribery and other adverse phenomena by analyzing corruption risks and preventing conflicts of interest. Corruption as a dangerous phenomenon of society is recognized globally as a serious crime and one of the elements threatening national security and undermining the sustainable socio-economic development of the state, it hinders the progress of the economy, weakens the foundations of a democratic society and has a negative impact on the development of democracy. Therefore, all State and non-State institutions and enterprises are taking practical measures against this undesirable phenomenon. In particular, in the interdepartmental anti-corruption program of the Tajik State Institute of Fine Arts and Design for 2013-2020 on the basis of Decree of the President of the Republic of Tajikistan dated August 30, 2013 No. 1504 "on the anti-corruption strategy in the Republic of Tajikistan for 2013-2020" and "the state anti-corruption strategy in the Republic of Tajikistan for the period up to 2030" in order to directly the fight against corruption and the unification of anti-corruption efforts by the state and society, all teachers are called upon to take part in the fight against corruption, students and staff of the Institute. The program contributes to the implementation of the anti-corruption policy of the state, the prevention, detection and elimination of acts of corruption in the institute and its departments. In particular, at meetings and meetings of the teaching staff and staff, as well as in the academic hours of academic groups, students are informed about the harm of corruption to society, and demonstrations of creative works by teachers and students are regularly organized according to this unfavorable act. In order to avoid all types of crimes and criminality and unquestioningly combat corruption, the United Nations Convention against Corruption was adopted on October 31, 2003, and a high-level political conference with representatives of more than 100 participating States was declared open in Merida, Mexico, on December 9, 2003. Given the urgency of this problem, since 2003, at the initiative of the United Nations Lake Complex, December 9 has been declared anti-corruption Day worldwide. Anti-corruption is a team effort in which government agencies, in cooperation with civil society, educational institutions and with the participation of every person in society, can achieve the desired results and reduce the growth of corruption. Corruption and bribery slow down the development of the world community, the rise of the economy and social welfare, undermine the confidence of citizens in the state, undermine the hopes of young people for the future, deprive needy segments of the population of the opportunity to achieve a good day. At the same time, as in other religions, there is a multi-thousand-year history of corruption on a global scale. Humanity, including our civilizing ancestors, criticized bribery in their precious works, which is one of the most human factors. And then it became clear that the fight against corruption and bribery had been the focus of public attention for centuries. Nowadays, corruption is also recognized as a manifestation of the unstable formation of the foundation of the state. The United Nations has made great strides in this direction, and all the States of the modern world have united around the idea of countering corruption as an obstacle to development. In conclusion, we, teachers, government agencies, civil society institutions and the population of the country, need to wage a relentless fight against corruption, follow the instructions and instructions of the Leader of the Nation in our work and maintain a decent life with clean hands and heart. Guided by the spirit of self-awareness and self-knowledge, protection of national and cultural values and non-interference in undesirable actions of modernity, we thereby ensure the continuous growth and development of dear Tajikistan.
