Following the official procedures, Firdavs Sharifzoda, Chairman of Khujand City and Chairman of the Majlis of People’s Deputies, introduced the participants to the session’s agenda.
Regarding the first item on the agenda — “On the implementation of Resolution No. 702 of the Government of the Republic of Tajikistan dated 31 December 2020, ‘On the Programme for the Training of Medical Personnel through 2030’” — a report was delivered by Jamshid Nabizoda, Deputy Chairman of the city and a member of the Majlis of People’s Deputies of Khujand City.
It was noted that healthcare is one of the priority areas of the social policy of the Republic of Tajikistan. Since the country gained state independence, the sector has continued to develop steadily and has achieved significant progress.
The Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, has paid special attention since the early years of independence to the development of healthcare and social protection, the improvement of the sector’s operations, and the strengthening of its material and technical infrastructure. All necessary measures have been undertaken in this regard.
It was emphasised that the Programme for the Training of Medical Personnel through 2030 was developed to ensure that healthcare organisations and institutions, as well as medical educational and research institutions, are supplied with highly qualified medical specialists in accordance with labour market requirements. The programme aims to improve the quality of medical services and contributes to the implementation of one of the priority areas of the Concept for Healthcare Reform in the Republic of Tajikistan.
Considering the significant shortage of medical personnel in certain regions of the country, as well as the direct relationship between the quality of healthcare services and the quality of professional training, the preparation of medical personnel remains a priority for the healthcare sector. Reforms aimed at bringing medical services into line with international standards and improving public health require particular attention to this issue.
During the discussion of this agenda item, a report was also delivered by Shakhnoza Mirzobahadur, Chairwoman of the Standing Committee of the city’s Majlis on Social Affairs, Spirituality, Culture and Information, and a member of the Majlis of People’s Deputies of Khujand City representing Guliston Electoral District No. 15.
Firdavs Sharifzoda, Chairman of the city and Chairman of the Majlis of People’s Deputies, instructed the standing committees to work more actively with healthcare institutions in conducting awareness-raising activities and informational events to support the implementation of the Programme for the Training of Medical Personnel.

“The health of society is essential for every state. Therefore, we must safeguard the health of our people and create all the necessary conditions to protect and improve it,” he stressed.
In his Address to the Majlisi Oli of the Republic of Tajikistan on 16 December 2025, the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, stated:

In line with these guiding words of the Leader of the Nation, efforts to promote development and construction must be further intensified ahead of this significant anniversary, and all forthcoming festive events must be organised and held to a high standard.
