Combating corruption is one of the priority areas of the legal policy of the Republic of Tajikistan. In the context of the rapid development of digital technologies, countries are increasingly using innovative tools to reduce corruption-related factors. In the Republic of Tajikistan, the State Strategy for Combating Corruption in the Republic of Tajikistan for the Period up to 2030 has also been adopted. Its second stage, covering 2026–2030, is aimed at improving corruption prevention mechanisms, enhancing transparency, and promoting the digitalization of public administration.
One of the effective ways to reduce corruption risks is to minimize direct interactions between citizens and representatives of government authorities through the introduction of electronic public services. The experience of developed countries demonstrates that digitalization significantly strengthens opportunities for monitoring, record-keeping, and ensuring transparency in the activities of government authorities.
The Concept and Importance of Digitalization in Combating Corruption
Digitalization is a set of measures aimed at improving the efficiency, transparency, and accountability of government authorities through the use of information and communication technologies. The use of such technologies makes it possible to automatically identify suspicious transactions and detect corruption risks before they result in negative consequences.
In the context of implementing the second stage of the State Strategy for Combating Corruption for 2026–2030, digitalization serves as one of the most important tools for reducing corruption-related factors and improving the efficiency of public administration.

Studies show that digitalization and innovative technologies have become key factors in preventing corruption within public administration systems. The use of electronic public services, electronic document management, open data, artificial intelligence, and other digital technologies significantly increases the level of transparency, accountability, and oversight of government authorities’ activities.
In the Republic of Tajikistan, the effective implementation of the State Strategy for Combating Corruption for 2026–2030 directly depends on the development of digital infrastructure, improvement of legislation, training of highly qualified specialists, and introduction of modern management technologies.
Overall, digitalization is not only a tool for improving public services but also an effective mechanism for ensuring the rule of law, protecting public interests, and strengthening citizens’ trust in government authorities. Therefore, the development of digitalization and the introduction of innovative technologies should be regarded as an important factor in modernizing public administration, contributing to the creation of a transparent environment, reduction of corruption risks, and sustainable development of the Republic of Tajikistan.
