12.11.2024, Baku city Dear Mr. Chairman, Dear Heads of State and Delegations, Ladies and gentlemen! First of all, I would like to express my gratitude to the Government of the Republic of Azerbaijan and the United Nations for their hospitality and holding today's event at a high level. Honorable attendees, And, of course, those of us who live in this world are those who live in this world, and those who live in this world are those who live in this world, and those who live in this world are those who live in in this world. Over the past five years, we have constantly observed the warmest years and months for all observation periods: according to experts, the warmest year in the entire history of observations was 2024. In this regard, we need to step up our efforts to solve climate problems. Within the framework of the 28th Conference of the Parties to the Climate Convention in Dubai, the parties committed themselves to creating a fund for compensation for damage and damage to vulnerable countries. These measures will undoubtedly help strengthen countries' ability to adapt and reduce vulnerability to climate change, including through financial assistance from developed countries. But the final act of the Dubai conference - the Global Report on the Implementation of the Paris Agreement - once again proved the insufficiency of our actions and efforts to combat climate change. He also called on the international community to take urgent measures to limit the use of non-renewable energy resources and switch to “green energy”. In our opinion, this invitation is very timely and important, since there are plenty of resources and opportunities for the development of green energy. The efficient use of renewable energy sources will contribute to the reduction of greenhouse gas emissions and the development of a “green economy”. Honorable attendees, Tajikistan is among the countries that have adopted a strategy for the development of a “green economy” and have set themselves big goals. We intend to fully establish energy production in the country from renewable sources by 2032, and turn Tajikistan into a “green” country by 2037. Today, 98 percent of our electricity is generated from hydropower, Tajikistan's share in greenhouse gas emissions is insignificant, and according to this indicator we are in 130th place in the world. However, achieving the above goals requires a lot of effort and money from us. I am pleased that along the way we have established fruitful cooperation with development partners, especially with global financial institutions. Ladies and gentlemen, Another important point that I would like to draw your attention to is the problem of the tight connection between water and climate. As you can see, starting with COP-26 In Glasgow, then in Sharm el-Sheikh and Dubai, many partners organized a water pavilion, the topic of water was highlighted in the substantive part of this important event and step by step took an even stronger position in its final documentation. It is encouraging that at COP-29 these initiatives were also expanded, at the same time the adoption of the “water declaration of action in the field of climate" was envisaged. Given this circumstance, we need to pay special attention to the problem of rapid melting of glaciers. Tajikistan, as a country vulnerable to this process and a member of the High-level Panel on Climate and Water, initiated the announcement of the “Year of Glacier Protection”, which was unanimously adopted at the UN General Assembly with the support of the international community. In this context, the “World Glacier Day” was also defined, and a glacier protection trust fund was established under the auspices of the United Nations. As the authors of the resolution, we have contributed to this fund and call on all our partners to follow this example. In order to comprehensively discuss and contribute to solving the problem of melting glaciers, we have planned to hold a high-level international conference in Dushanbe next May. I take this opportunity to invite all of you to take an active part in the events of the Year for the Protection of Glaciers and this conference. Continuing to promote the glacier conservation agenda, we, together with France, put forward a proposal to declare 2025-2034 the “Decade of Action in Support of Ice Sciences” (Cryosphere), which was supported by a resolution of the UN General Assembly on August 13 this year. Due to the special importance of these issues and in order to accurately study the impact of climate change on the glaciers of the region, Tajikistan proposes to establish a regional glacial coordination center in Dushanbe with the sponsorship of the World Meteorological Organization and in cooperation with other development partners. Thank you for your attention.
