In honor of the 33rd anniversary of the State independence of the Republic of Tajikistan, the Civil Service Agency under the President of the Republic of Tajikistan, in cooperation with the Committee on Youth and Sports under the Government of the Republic of Tajikistan, held a youth summit in the field of public service on October 30, 2024, entitled "Strengthening the abilities of youth in public service". The event was attended and addressed by Director of the Civil Service Agency Davlatov Juma Mukhmadaldievich, Chairman of the Committee on Youth and Sports Gulakhmadzoda Zulfikor Ahmad and Rector of the Academy of Public Administration under the President of the Republic of Tajikistan Safarzoda Davron Jurakhon. The event was also attended by employees of the Civil Service Agency, young civil servants of ministries and departments, undergraduates of the one-year master's degree program "Emomali Rahmon School of Statehood", students of advanced training courses for heads of youth and sports structures of regions, cities and districts under the program "State Youth Policy in the Republic of Tajikistan", members of the public organization "followers of the leader of the Nation" and representatives of the media. According to the director of the Civil Service Agency Davlatov J.M., at the opening it was noted that the majority of the country's population is young people, and Tajikistan is known in the world as a youth country. Youth is the driving force of society, the hope for tomorrow and a strategic resource of the state and the nation. Today, young people with a high sense of responsibility and patriotism, with dedication to the Motherland and the people of Tajikistan, work in all spheres, including in public service and public administration. The Government of the country, under the leadership of the founder of peace and national unity, the Leader of the Nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon, pays special attention to the youth sphere in the country's social policy and regularly takes effective measures for its development. In addition, the issue of strengthening the abilities of young people in public administration and public service, training talented and talented personnel at the expense of young people has been one of the key issues of state-building since the beginning of Tajikistan's independence and is constantly at the center of the creative policy of the President of the Republic of Tajikistan. If we look at the history of the formation of the institute of public service in independent Tajikistan as an integral part of public administration, we will see a set of guiding principles aimed at creating favorable legal, economic and social conditions for the involvement and participation of young people in public service. There is not a single issue in public administration and public service that does not depend on the knowledge and skills of civil servants. World experience shows that it is highly qualified and responsible personnel of civil servants who can easily solve transitional stages, complex issues and crisis phenomena in all spheres of public life. As a result of the implementation of the instructions of the President of the Republic of Tajikistan and the measures taken, the number of civil servants under the age of 35 and senior youth is growing. In particular, statistical data for 2009-2024 years indicate that the number of young people under the age of 35 in 2009 was 6586 people or 35.3 per cent in 2012-7620 person or 40.6 percent in 2015-8205 people, or 44.8%, in 2019-8437 people, or 45.5%, and for the first nine months of 2024-9010 or 49,0%. The management staff also increased, increasing from 1,056 people or 18.0% in 2009 to 1,312 people or 23.1% in 2015 and 1,655 people or 28.1% in the first nine months of 2024. Also, in the reports of other speakers, it was emphasized that young people are the successors of the activities of the older generation, a powerful force and a real potential for the development of society, and the Government of the Republic of Tajikistan, under the leadership of the founder of peace and national unity, the Leader of the Nation, the President of the Republic of Tajikistan, respected Emomali Rahmon, regularly takes care of the sustainable development of the sphere and constant support for youth initiatives. During the summit, in accordance with article 15 of the Law of the Republic of Tajikistan "On Civil Service", 2 young specialists of the Civil Service Agency were sworn in, who were accepted for the first time to an administrative position in the civil service. Also at the summit, a group of young people who conscientiously and responsibly perform their official duties were awarded departmental awards from the Civil Service Agency and the Youth and Sports Committee.
