On December 29, 2024, within the framework of cooperation between the Agency of Civil Service and the Japan International Cooperation Center (JICE), the first round of the competition (TOEFL) was held at the Agency of Civil Service for the selection of personnel to study at universities in Japan under the program for training specialists for the Republic of Tajikistan. A total of 43 civil servants and employees of state organizations participated in the competition.
Representatives of the Agency of Civil Service, the JDS Project Office in Tajikistan, and the American Consular Center in Dushanbe participated in the competition.
The purpose of this competition is to select talented personnel for master's degree studies at prestigious universities in Japan for the 2025–2027 academic period.
Within the framework of this cooperation, from 2011 to 2024, 136 representatives of the Republic of Tajikistan, including 25 women, were sent to Japan to pursue master's and doctoral degrees. Of these, 105 people, including 20 women, graduated from master's programs at Japanese universities, while 41 people, including 2 women, or 39.0 percent, are currently working in positions that are 1 to 6 categories higher than the positions they held before their studies.
Currently, 31 people are continuing their studies, including 30 master's students and 1 doctoral student. The duration of study is set at 2 years for master's programs and 3 years for doctoral programs.
At the same time, for the new study period (2025–2027 for master's programs and 2025–2028 for doctoral programs), the necessary legal documents, including Exchange of Notes, a Grant Agreement, and a Service Contract for the management of the Project for Human Resource Development Scholarship (JDS Project), were signed, and their implementation is ongoing.
Within the framework of the implementation of these documents, in 2025, 16 civil servants and employees of state organizations will be sent to Japan to pursue master's and doctoral degrees at Japanese universities, including Ritsumeikan Asia Pacific University, the International University of Japan, Hiroshima University, Ritsumeikan University, Akita University, and Doshisha University.
